Contracted Air Support (CAS) for Navy T-45

This is a Request for Information (RFI) only and does not constitute a commitment, implied or otherwise, that the Naval Air Warfare Center Aircraft Division (NAWCAD) will take any action on this matter. Further, NAWCAD is not responsible for any cost incurred in furnishing information.This follow-up RFI is being used to gather ADDITIONAL, UPDATED market research for NAWCAD to determine the feasibility and make decisions regarding the development of a requirement for Contracted Air Support (CAS) non-personal services in support of Chief of Naval Air Training (CNATRA) T-45 Goshawk Pilot Training. NAWCAD will use the results of this RFI to determine interest and estimate costs that may lead to a future procurement. A draft Performance Work Statement is provided for informational purposes only.The T-45 Combined Multi-Service Pilot Training System currently supports CNATRA’s Intermediate and Advanced Jet Training Syllabus. An outside vendor may be utilized to supplement the existing T-45

formation stage Instructor Under Training (IUT) and/or student pilot syllabus sorties. There is no requirement for Government personnel to operate or be a passenger in the Contractor Owned Contractor Operated (COCO) aircraft operations.The Government is considering a minimum of four (4) fully mission capable (FMC) aircraft, two (2) per site, based out of Kingsville, TX and Meridian, MS, with at least one aircraft operational per site, available six days a week, for up to three months, to support CNATRA formation flight events, including Section (2 plane) formation, Division (4 plane) formation, Tactical formation, and Target Area Mechanics flights. The Government is considering a Base period of three months with Option periods of six to twelve months to include additional aircraft. Additional perspective locations for CAS services may include, but are not limited to, the following:NAS Meridian, MS (KNMM)NAS Kingsville, TX (KNQI)NAF El Centro, CA (KNJK)NAS Key West, FL (KNQX)The contract type will be determined at a later time.
