In 1991, Congress passed the Omnibus Transportation Employee Testing Act requiring U.S. Department of Transportation (DOT) agencies to implement drug and alcohol testing of safety-sensitive transportation employees. The City is required to follow DOT drug and alcohol testing requirements for all Commercial Driver Licensed (CDL) drivers regulated under the Federal Motor Carrier Safety Administration (FMCSA). These rules mandate drug and alcohol tests for all City drivers covered by this policy, specifically, drivers that are required to possess a commercial driver’s license (Class A, Class B or Class C driver license with endorsements or special certificates) and perform safety sensitive functions related to a motor vehicle or combination of motor vehicles used in commerce to transport passengers. The objective of this RFP is to award a contract to a vendor who can provide the above drug and alcohol testing for the City’s commercials drivers who are a part of the DOT Drug and Alcohol testing program.
