THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR COMPETITIVE PROPOSALS1. Contracting Agency and Activity: The United States Coast Guard, HQ Contracting Division (CG-912), intends to award a sole source Firm-Fixed Price contract with four option periods to GOGO Business Aviation LLC (UE ID: PNSJKMLUMPS5), 105 Edgeview DRIVE, Suite 300 Broomfield, Colorado 80021, United States. The anticipated period of performance is July 01, 2023, to June 30, 2028.2. DescriptionScope: The purpose of this acquisition is to establish in flight connectivity via Air to Ground Internet / Wifi service via installed ATG5000 & Avance L5 equipment on C101 & C102, the USCG C37A & C37B aircrafts.3. Statutory Authority.FAR 6.302-1: Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.4, Reasons for Authority Cited:C101 and C102 have been outfitted with a proprietary avionics system that provides dual air to ground communications for narrowband data and high-speed internet.
Currently, Gogo/Aircell equipment is hard wired to the fuselage of the aircraft. The manufacturer also owns the associated air to ground internet service. This service is used on board to provide wifi access to the air crew for flight planning/communication purposes. The senior traveler uses Aircell/Gogo as a contingency measure in the case that KU/KA band or SATCOM service fails. No alternate service is compatible with currently installed equipment.GOGO Business Aviation LLC is the only company that provides services compatible with the equipment installed on C101 and C102. This airtime subscription is necessary to utilize the installed data communications equipment. To support an alternative service, USCG would need to fly the aircraft to Gulfstream service center, uninstall hardware, install alternate hardware, and fly the aircraft back to the unit. This would result in the aircraft being down for an extended time and would limit the VIPs access unreasonably. In addition, this would be cost prohibitive.THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR COMPETITIVE PROPOSALSNo solicitation is available for this requirement. However, any firm that believes it can meet the requirements can submit a capability statement, which will be considered by the agency. Responses to this notice must provide clear and convincing evidence that competition would benefit the government, would not be prohibitively expensive or time-consuming, and that interested parties would be likely to participate. If a competitive procurement is to be conducted, the information obtained will be considered. It is entirely up to the Government to decide whether to compete the proposed procurement based on responses to this notice.The Government will not be responsible for any costs incurred.
