th Ave., Suite 900CAnchorage, AK 99501-3577Public Notice: Proposed Easement ADL 233782Pursuant to AS 38.05.850(USGS Quad Map Seward B-7)Subject to AS 38.05.850 the Department of Natural Resources (DNR), Division of Mining, Land, and Water (DMLW) Southcentral Regional Land Office (SCRO) has made a Preliminary Decision to grant a public access easement, to be held by DMLW or the Kenai Peninsula Borough, to authorize construction of an access road, bridge, aerial transmission line and communication cables by Alaska Electric and Energy Cooperative, Inc. dba Kenai Hydro, LLC in support of a proposed hydroelectric facility on the waters of Grant Lake near the community of Moose Pass. The site is located within Section 7, Township 4 North, Range 1 East, Seward Meridian, and Section 12, Township 4 North, Range 1 West, Seward Meridian.The public is invited to review
and comment on this Preliminary Decision. An overview of the proposed Grant Lake Hydroelectric Project is available for review online at
https://dnr.alaska.gov/mlw/grant-lake-hydro/. A copy of the Preliminary Decision can be found at

To be eligible to appeal DNR’s Final Decision a person must have submitted written comments during this comment period. The Grant Lake Hydro project also includes the following actions currently under consideration:
ADL 233857: A lease application being adjudicated by SCRO for the actual hydro power generation facilities. Please refer to the Public Notice for ADL 233857 for more information regarding the proposed lease.
LAS 27264: A water right, which is being adjudicated by the DMLW Water Resources Section. Please refer to the Public Notice for LAS 27264 for more information regarding the proposed water right.
SC-99-002A16: The DNR-DMLW Resource Assessment & Development Section (RADS) is concurrently noticing area plan amendments that are directly related to this proposed Project. Please refer to the notice released by RADS for more information which can be found in the same location as this notice.The State of Alaska, Department of Natural Resources, complies with Title II of the American with Disabilities Act of 1990.
