Industry Day NoticeSolicitation # N69450-22-R-0103Design-Bid-Build Weapons Generation Facility (WGF)Barksdale Air Force Base (AFB), Shreveport, LouisianaDate:                           Tuesday, July 19, 2022Time:                          1200 - 1630Registration:               1200 - 1300Location:                     Naval Air Station (NAS) Jacksonville                                    Officer’s Club; Mustin Road, Bldg. 10; Jacksonville, FL 32212Naval Facilities Engineering Systems Command (NAVFAC) is seeking industry feedback for the WGF at Barksdale AFB, Shreveport, Louisiana.The purpose of the Industry Day is to generate interest and explain a highly complex project (CUI, NC, Seismic, UXO, multiple buildings, multiple phases, heightened security areas, ops continue during renovation of IMF, etc.)This will be an excellent opportunity for contractors with NAICS code 236220 and similar construction experience to learn more about this upcoming project and the acquisition
strategy.Project Description:The Weapons Generation Facility (WGF) at Barksdale AFB, in Shreveport, LA construction award is planned for 4th quarter FY2023. This MILCON will construct five (5) new facilities (totaling 99,000 SF) and renovate an existing, one story maintenance facility. Facilities in the complex include:  Main Weapons Generation Facility (WGF) (84,000 GSF);  Entry Control Facility (6,250 GSF);  Security Forces Facility (4,700 GSF);  Fire Pump Building (2,800 GSF);  Diesel Generator Building (1,250 GSF); and,  The Integrated Maintenance Facility (IMF) Renovation (69,000 SF)Along with construction of these facilities, the project includes a weather shelter, various parking and pavement areas, and multiple towers to support various specialized security features. When complete, the 28-acre complex will be enclosed by over 16,000 LF of fence, to include an animal control fence and a sensored fence with a vehicle barrier system.The construction of the new facilities involves:The placement of over 950 steel H piles, roughly 70 feet each;Over 14,000 CY of cast-in-place reinforced concrete;A significant amount of custom steel fabrication with large, cambered, steel plate girders, custom personnel and equipment doors and specialty fabrications for various security features;Several of the facilities are Seismic Risk Category V structures, and will require seismically qualified equipment, equipment support/anchorages. All of the new facilities will follow a detailed compliance program.Other unique features include a 400-Hz power system in the WGF for equipment support operations.For the main WGF project, the contractor will be required to maintain tight adherence to design and specifications during construction to maintain the Nuclear Certification achieved during design. This will include increased administrative requirements related to special and 3rd party inspections, project records, and design adherence.The (IMF) Renovation work planned execution start is OCT 2024. The IMF renovation work does not involve any Nuclear Certified design, but does include:Roof Replacement with Areas of Roof Deck ReplacementOverhead and Personnel Door ReplacementLighting and other Electrical ScopeMonorail / hoist improvementsLimited Civil ScopeLimited Mechanical ScopeOptions for Exterior & Interior CoatingsIn an earthwork contract currently underway, a Construction Free Zone (CFZ) will be created to reduce the security requirements for the WGF main project construction workers. The IMF building will remain in a secure fenced area and to enter daily, extensive screening measures will be required. The IMF Renovation will be a phased project due to continued occupancy and use of the building by AF personnel during renovation work. The IMF building is remotely located from the main WGF project due to the CFZ perimeter, and the renovation will require a completely dedicated workforce.Although the complex area will have been cleared of known environmental contaminants and Unexploded Ordinance (UXO) during the earthwork contract and earlier efforts, the WGF project selected contractor will still be required to have related UXO screening activities during construction. If due to the possibility of hidden or deeply buried anomaly conditions, the UXO screening activity detects any Munitions and Explosives of Concern (MEC), UXO clearance will be required.All of the project documents for this MILCON have been designated Controlled Unclassified Information (CUI). CUI materials require restricted access, unique markings, and physical safeguards. Contractors bidding on this job should be familiar with DOD Instruction 5200.48, Controlled Unclassified Information (CUI) and its provisions. During Phase II of this solicitation, those Contractors successful in PH I will be issued the CUI documents after signing Non-Disclosure Agreements. Since this asset will be constructed on a US Air Force installation and has CUI handling requirements, U.S. firms using U.S. citizens must perform, all construction. Certain aspects of construction will require Contractor personnel to be subjected to trustworthiness determinations.The information in this narrative has been screened and is not considered CUI. At the Industry Day, there will be a visual presentation at the ID event, and have members of the DOR team and user group on hand.The estimated project range of construction is between $100,000,000 to $250,000,000.This event is open to all contractors and is not restricted to those currently under contract with NAVFAC.This announcement is not a contract, request for proposal, promise to contract, or commitment of any kind on the part of the Government.
