 (i)        This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii)        The solicitation number is 75N95022Q00167 and the solicitation is issued as a request for quotation (RFQ).This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures;  and FAR Part 12—Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold.(iii)       The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2022-06, with effective date May 26, 2022.(iv)       The associated NAICS code 325413 - In-Vitro Diagnostic
Substance Manufacturing and the small business size standard is 1,250 employees.   This requirement is Full and Open competition with no set-aside restrictions. This is a Brand Name or Equal requirement for Olink brand Proteomics Screening Kits.(v)        This requirement is for the following item:The National Institute on Aging (NIA) requires reagent kits that will allow the high-throughput proteomics screening of 3,072 proteins in 288 biological plasma samples obtained from patients with amyotrophic lateral sclerosis (ALS) and frontotemporal dementia (FTD).(vi)       The salient characteristics of the required reagent kits are as follows:The accurate measurement of proteins and peptides across an extensive dynamic range, from rare to abundant quantities.The measurements are highly reproducible.The measurements provided by this assay are highly selective for the specific list of 3,072 proteins and peptides.The assay only requires very small volumes of starting material to provide the data; (v) the assay can provide these proteomic data across a large number of samples in a high-throughput manner.The measurements must be compatible with the existing proteomic data that has already been generated during the ongoing proteomics project.The product assay must be capable of being run on the equipment that has already been purchased by NIA for proteomic measurements.Quantity:1 multiplex protein kit comprising of a collection of three sets of 8 protein probe kits and six sets of accessory reagents for sample and assay preparation, sufficient for measurements of 288 biological samples. Each protein probe kit (covering 3072 proteins in the Inflammation, Oncology, Neurology, Neurology and Cardiometabolic panels) is designed to measure the proteins of 96 samples. Each set of accessory reagents is designed for sample and assay preparation of 48 samples.(vii)      The Government anticipates award of a firm fixed-price purchase order for this acquisition, and the anticipated delivery date is within 60 days after receipt of order (ARO). Delivery will be f.o.b. destination.
