The Centers for Disease Control and Prevention (CDC) intends to award a sole source firm fixed price purchase order to the American Public Health Association (APHA) to publish a supplemental issue in their American Journal of Public Health regarding, readying "Communities for Public Health Emergencies: Social Justice in Disaster Preparedness, Response and Recovery."A national infrastructure for public health emergency preparedness was established and supported by CDC since the tragic September 11, 2001 events to enhance rapid response capabilities. In the interest of advancing the science of public health preparedness research and program activities, the CDC collaborated with the American Public Health Association and with a team of guest editors, to publish a thematic supplemental issues of the journal on the evolution of preparedness research since 9/11.The purpose of this supplemental issue is to provide a wide audience with a comprehensive resource for understanding the state of
community public health emergency preparedness -nationwide, covering a broad swath of related topics including evidence based and promising programs that demonstrate community preparedness, community resilience, methods to measure public health preparedness using indicators of effectiveness, innovative models to build preparedness capacity among vulnerable populations, and strategic use of resources to build synergy across multiple community based organizations, faith based organizations, social service agencies and foster partnerships for response in emergencies.It is the Government's belief that the American Public Health Association is the only responsible source able to satisfy the agency requirement. As one of the top Public Health organizations that brings health expertise to assist and collaborate with the CDC on public health priorities, APHA is uniquely qualified to publish the supplement in that they have intimate knowledge of the subject matter and have been established as a crucial partner in this work, and they are the proprietors' of the journal.This notice is not a request for competitive proposals. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Information furnished shall include enough detail information to allow the government to perform a proper evaluation. Respondents will not be notified of the evaluation results. Responses by Facsimile (Fax) will not be accepted.This procurement action will be processed under the authority of FAR 6.320-1 and 41 U.S.C. 3304(a) (1). Only one responsible source (APHA) and no other supplies are services will satisfy agency requirements. The NAICS Code is 813920 (Professional Organizations). Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All vendors must be registered with System for Award Management (www.sam.gov) prior to award date.
