REQUEST FOR QUALIFICATIONS  LINCOLN COUNTY, NORTH CAROLINA RFQ NO.: 2021-0211 Lincoln County is requesting that qualified individuals submit a Statement of Qualifications to provide Medical Director Services for Lincoln County Emergency Medical Services.  Submittal information, scope of services, statement of qualifications content, selection process, and general terms and conditions are summarized in this request for qualifications. Statements of qualifications shall be submitted no later than 4:00 PM on Thursday, February 11, 2021. following: Response to RFQ 2021-0211 EMS Medical Director Lincoln County, North Carolina Provide three (3) hard-copies and one (1) electronic copy on a flash drive. All questions, clarifications, discrepancy in, or omissions and interpretation concerning this request for qualifications shall be submitted in writing no later than Wednesday, January 27, 2021 by email, to jhenry@lincolncounty.org .  The County will issue addenda in response to questions and to provide clarifications before 5:00 pm, Friday, January 29, 2021.  No contact shall be made with County personnel other than the contact listed above for Questions, Clarifications, and Interpretation.  The County will not be responsible for any oral representations or instructions. Specifications are available under the Related Documents section of this posting. Lincoln County Emergency Medical Services (LCEMS) is responsible for providing emergency medical services and transportation for the sick or injured citizens and visitors within Lincoln County. The department has 83 full and part time paramedics, 3 full and part time Advanced EMT, and 36 full and part time EMT’s who provide service 24 hours a day, 7 days a week. LCEMS operates eight ambulances, two Assistant Supervisor Quick Response Vehicles (QRV), and one Supervisor QRV. The department responds to over 16,000 calls for service annually. The scope of work for this contract will be: • Provide medical direction for the emergency medical services system of Lincoln County. • Develop, review, and periodically update medical treatment protocols in conjunction with the Director of Emergency Services. • Provide medical treatment supervision of personnel by periodically responding to EMS calls and observing the affective behavior and medical treatment provided to the patient and others by all responding personnel including fire, law enforcement, rescue, other persons functioning as “first responders”, and EMS personnel. • Facilitate a program of quality management of patients addressing compliance with protocols, standards of care, technician proficiency, appropriate patient management, effectiveness of treatments and protocols, evaluation for positive patient outcomes and other elements or components of the EMS system that occur from the initiation of a 9- 1-1 telephone call through delivery of a patient  to a hospital.  • Provide ongoing recommendations concerning system needs and changes necessary to implement and operate the patient quality management program to the Director.  • Serve as the EMS contact person for receiving complaints, comments, or questions from hospital medical staff about out-of-hospital emergency medical issues and consult with the Director for resolution of those issues. • Chair Lincoln County’s Emergency Medical Services Peer Review Committee.  • Assist the City and County departments and divisions involved directly or indirectly in delivery of emergency medical care in general medical issues in providing coverage for special events, planning for mass casualty, and other activities beyond day-to-day EMS response requirements.  • Serve as the medical director for the County’s Emergency Medical Dispatch program and perform the same functions for EMS communications providers in and for the County. • Assist with maintaining and supporting the EMS database for the Department, including the updating of forms and programs as needed, development of reports and providing interpretation of data.  • Provide administrative time for consultation and review of medical issues with EMS Administration.  • Work and/or interact with all patients and staff of Lincoln County in a professional manner.  • Provide medical consultation in accordance with accepted methods and procedures to the Director, EMS responders and other members of Lincoln County’s EMS System.  • Deliver or direct the delivery of appropriate and relevant emergency medical care information via continuing-education programs for EMS System personnel, including but not limited to continuous quality improvement, new procedures and new or amended protocols. • Maintain an active relationship and involvement with the County’s medical community by serving as liaison between the Department and physicians, nurses, allied health care professionals and hospital management staff through active participation and attendance at conferences, meetings and seminars, by establishing and maintaining a systematic method for soliciting input from members of Lincoln County’s medical community and for responding to the concerns of the community.   • Attend meetings of Lincoln County’s EMS system emergency ambulance franchisees and conduct field audits of the activities of those departments in addition to audits conducted within the department.  • Provide guidance and direction regarding research projects involving the EMS delivery system in Lincoln County, and provide information and input from other medical specialists in the field of EMS.  • Perform such other duties as may be required to carry out the intent of this agreement.  • Must meet requirements for Medical Director set by NCCEP.  Lincoln County reserves the right to reject all bids, to waive informalities and technicalities, and to cancel the Bid Process at any time.
