The Metropolitan District (Owner) is requesting Bids for the construction of the following Project: SLUDGE PROCESSING Building Upgrades Contract Number: 2024B-04 Sealed Bids for the construction of the Project will be received and safeguarded by The Metropolitan District, at the office of the District Clerk of the Metropolitan District, located at 555 Main Street, Hartford, CT, 06103, until March 12, 2024 at 2:00 PM local time. At that time and place, the Bids received will be publicly opened and read. The Bids received will be publicly opened and read aloud by video teleconference. The apparent Successful Bidder notified that its Bid will be
subject to a more detailed review as set forth herein. The Work shall consist of all labor, equipment, fees, permits, and other related costs necessary to provide for construction of new Continuous Emission Monitoring System (CEMS) room; new HVAC system for current and new CEMS rooms; new CEMS for three incinerators including rack/cabinet and miscellaneous components; removal and replacement of HVAC system and controls in Sludge Processing Building; removal and replacement of coating system on incinerator interior stack/duct work; hazardous building material abatement and removal; modifications to existing incinerator stack supports; safety railing improvements on the Sludge Processing Building roof; electrical improvements associated with the new CEMS room, CEMS, and HVAC equipment along with support equipment and accessories as shown and specified. Bidders are directed to Section 01010F Summary of Work for specific details. The Work shall be located in the City of Hartford; in the State of Connecticut as shown on the Bidding Documents. Obtaining the Bidding Documents Information and Bidding Documents for the Project can be found at the following designated website: https://mdc.procureware.com/home Bidding Documents may be downloaded from the designated website. Prospective Bidders must register with the designated website, once registered, Prospective Bidders can download the Bidding Documents. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. The Issuing Office for the Bidding Documents is: The Metropolitan District (MDC) District Clerk’s Office MDC Headquarters: 555 Main St., Hartford, CT 06103 Prospective Bidders may examine the Bidding Documents at MDC by making an appointment with the District Clerk's Office at 860.278.7850, Ext. 3221. Pre-bid Conference A mandatory Pre-Bid Conference and Site Tour for the Project will be held for potential Bidders at February 13, 2024 at 9:00 AM at MDC Pre-Bid Conference Room, 231 Brainard Rd, Hartford, CT. Subsequent to the Pre-Bid Conference, attendees will be directed to the Hartford Water Pollution Control Facility (HWPCF) located at 240 Brainard Road, Hartford, CT, for the Site Tour. Prospective Bidders must attend both the Pre-Bid Conference and Site Tour and provide requested information on the sign-in sheet at the start of the Pre-Bid Conference and initial the sign-in sheet following the conclusion of the Site Tour. All prospective bidders are invited to ask questions to the District and/or the District’s Agent(s) during this conference. Bids will not be accepted from Bidder`s that do not attend the mandatory pre-bid conference and Site Tour. Attendees on the site tour must have appropriate personal protective equipment (PPE), which shall at a minimum include hard hat, reflective vests, steel-toed boots, and eye protection. Attendees without appropriate PPE will not be allowed to participate in the site-tour. Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Each Bid shall be submitted in strict accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the amount of 10 percent of the Bid. The Bidder shall hold a current DAS Contractor Prequalification Certificate in Water Treatment Plants from the Department of Administrative Services of the State of Connecticut according to C.G.S§ 4a-100, C.G.S. §4b-101 and C.G.S.§4b-91. Bidders shall submit with their Bids their DAS Contractor Prequalification Certificate along with a current Update Bid Statement. In addition, any named Subcontractor whose subcontract value is equal to or greater than $500,000 shall hold a current DAS Contractor Prequalification Certificate in the closest applicable Classification of the work that the Subcontractor will complete in the contract. The bidder must submit with their bid, all applicable Subcontractor DAS Prequalification certificates. Any Bid submitted without a copy of the DAS Prequalification Certificate and an Update Bid Statement for the bidder and DAS Prequalification Certificates for Subcontractors whose subcontract value is equal to or greater than $500,000 shall be invalid. The Successful Bidder and each of its Subcontractors having subcontracts in value equal to or greater than $500,000 shall maintain and keep current their respective DAS Contractor Prequalification Certificates at all times during the term of the Contract and any warranty period set forth in the Contract Documents.
