inserter machine are as follows: Processing Capability of at least 30,000 envelopes per monthSpeed of at least 3,500 envelopes per hour3 Total Feeders:1 feeder holding 1000 sheets1 feeder holding 500 sheets1 manual feederAbility to feed, fold, insert, and seal documents containing up to 8 pagesConveyer exit belt preferred; if a vertical stacker is proposed, explain how it can provide results comparable to a conveyer belt system.Touch screen monitorAbility to have technician on-site within 4 hours to service/repair the machineService/Maintenance services to perform at least annual cleaning and servicing of InserterTraining availability to bring UFC employees up to speed on properly using the InserterAdditional Information:All mailings are placed in a #10, or similar, envelopes.The larger machine required is to ensure the speed and abilities for tax related mailings where UFC is sending out 15,000 to 20,000 documents in a 2-3-day window.The manual feeder is being used as the primary means of inserting checks. This method is used because the number of supporting documents mailed with the checks varies a great deal (some have 1 page, some have 5 pages, some have up to 8 pages which that have to manually fold and stuff). The process is to staple the support to the check and then send it through the manual feeder to be stuffed in the envelopeUFC currently is not using barcode or OMR intelligence.In accordance with DOD policy with respect to GSA contracts/rates, if you have an established GSA contract, you can use the GSA contract/rates if you would like, but you are not required to do so. Consideration will be given to the tiers of Small Businesses (e.g., 8(a), HUBZone Small Business, service-disabled veteran-owned Small Business, Small Business) before evaluating offers from other than Small Business concerns. The basis of award will be the lowest evaluated technically acceptable price of responsible offers (meaning capable of meeting the base needs of UFC, outline above) from Small Business concerns. This requirement is under the SAT: hence, Small Businesses can be distributors, vice manufacturers.
