Introduction The State of Connecticut, Department of Energy and Environmental Protection(DEEP) is charged with conserving, improving and protecting the natural resources and the environment of the state of Connecticut as well as making cheaper, cleaner and more reliable energy available for the people and businesses of the state. The agency is also committed to playing a positive role in rebuilding Connecticut’s economy and creating jobs and to fostering a sustainable and prosperous economic future for the state. DEEP's Bureau of Natural Resources, Wildlife Division, is charged with advancing the conservation, use, and appreciation of Connecticut’s wildlife resources. The Franklin Swamp Wildlife Management Area (WMA) is part of the Wildlife Division. It offers walking trails, an exhibit room, hunter safety information and licensing, as well as wildlife information. The Wildlife Division is seeking to hire a Seasonal Resource Assistant to work with the Conservation Education/Firearms
Safety (CE/FS) Program, which provides classes for firearms, hunting, bowhunting, and trapping certification throughout the State of Connecticut. The position is located at the Franklin Swamp WMA in North Franklin, CT. The position is strictly office work but is quite diverse in its scope. The Seasonal Resource Assistant will also be responsible for answering the phones. This includes answering any questions about certification, hunting laws, class schedules, and also providing assistance to the public with nuisance and distressed wildlife or determining who would best assist the caller. The Seasonal Resource Assistant will also be required to issue hunting and fishing licenses. The position is forty (40) hours per week. A work week is Monday through Friday, 8:00 AM-4:30 PM. Salary: $11.00 – $14.00 / hour, depending on education and experience. No benefits. Length of position: Approximately 6 months (no more than 1,030 hours). Selection Plan This position is non-competitive. Open to the public. The selected candidate must be fluent in English, be at least 21 years old and have a valid motor vehicle operator’s license. The selected candidate must possess and maintain adequate physical flexibility, strength and stamina to perform the duties (including ablity to lift 55 pounds), and work well with other staff and members of the public. PURPOSE OF JOB CLASS (NATURE OF WORK) In the Department of Energy and Environmental Protection and at the Connecticut Agricultural Experiment Station as a limited duration employee, performs one or more of a variety of tasks and assigned duties of a seasonal nature. EXAMPLES OF DUTIES The selected candidate will be working with the Conservation Education/Firearms Safety (CE/FS) Program, which provides classes for firearms hunting, bowhunting, and trapping certification throughout the State of Connecticut. Works with volunteer CE/FS Instructors and manages new hunting class information and enters it onto the DEEP website; keeps track of student registrations; and packs hunting class materials and delivers these materials to instructors. Once classes are concluded and class materials are collected from instructors, classes are processed for certification, registration card information is completed, and registration cards are filed. Responsible for updating the CE/FS Coordinator’s calendar. The Seasonal Resource Assistant will also be responsible for answering the phones. This includes answering any questions about certification, hunting laws, class schedules, and also providing assistance to the public with nuisance and distressed wildlife or determining who would best assist the caller. The position requires issuing hunting, trapping, and fishing licenses using a computer. Will be required to use a cash register. Completes daily sales reports and reconciliation. Provides support and assistance to other Wildlife Division programs. Various clerical duties, such as entering data using a variety of computer programs and direct mailings. KNOWLEDGE, SKILL AND ABILITY Ability to follow instructions. PREFERRED QUALIFICATIONS Preferred applicant should have experience with hunting and the safe handling of firearms, a good working knowledge of wildlife management practices and the natural history of Connecticut fauna, experience with hunting and trapping laws, as well as strong communication and organizational skills. Applicants should also be proficient with computer programs such as Microsoft Outlook, Microsoft Word, Microsoft Excel, and Microsoft Access. Knowledge of nuisance and distressed wildlife, as well as experience in wildlife interpretation, are also a plus. SPECIAL REQUIREMENTS 1. Incumbents in these classes who are assigned as patrol persons or supervisors of small recreational units will perform emergency first aid as needed and will be required to obtain and retain a Basic First Aid Certificate. 2. Incumbents in these classes may be required for certain positions to meet any of the following: a. Proof of possession of a valid Motor Vehicle Operator license. b. Possession of a valid license to apply pesticides. c. College training in a specific field. d. Emergency Medical Technician (EMT) certification may be required by specific State facilities. 3. Incumbents performing patrol officer functions must currently possess Police Officer Standard Training (POST) certification or be eligible for POST recertification without completing the Basic Training program again (i.e. must be current or retired within two (2) years of last POST certified required employment) or Connecticut State Police (CSP) Academy certification (must be current or retired within two (2) years of last CSP certified required employment). Must pass a seasonal patroller training course as approved by the Connecticut State Police. 4. Incumbents performing lifeguard services must have and retain an American Red Cross (ARC) Lifeguarding Certification (includes CPR for the Professional Rescuer and Basic First Aid). An EMT or MRT certification may be substituted for the CPR and First Aid requirements. PHYSICAL REQUIREMENTS 1. Incumbents in this class must possess and maintain adequate physical strength and stamina to perform the duties of the class. 2. Incumbents performing lifeguard services must be able to demonstrate American Red Cross (ARC) waterfront lifeguarding swimming skills.
