DESCRIPTION OF INTENT:This is a Request for Information (RFI). No contract will be awarded from this announcement. This is not aRequest for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seekingcontractors to be placed on a solicitation mailing list. Response to this market survey is voluntary and noreimbursement will be made for any costs associated with providing information in response to this marketsurvey and any follow-on information requests. Data submitted in response to this market survey will not bereturned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered.PROPRIETARY INFORMATION: It is the responsibility of Industry, when providing any comments/responses,to properly mark such information that is considered proprietary or is otherwise restricted. The United StatesGovernment (USG) is not obligated to protect unmarked data. Nor is the USG obligated for like data inpossession of third
parties or data which is afterwards placed in the public domain by the contractor or by thirdparties through no fault of the USG. Should the USG need to reproduce the protected data for distributionpurposes between USG offices, all such data will be reproduced with restrictive legends in place.The USG acknowledges its obligations under the Federal Acquisition Regulation 3.104-4 to protect confidentialinformation provided to the USG (18 U.S.C. §1905). Pursuant to this statute, the USG is willing to accept anytrade secrets or proprietary restrictions placed upon qualifying data forwarded in response to this RFI and toprotect such information from unauthorized disclosure, subject to the following:• Qualifying data must be clearly marked PROPRIETARY and be accompanied by an explanatorytext so that the USG is clearly notified as to exactly what data so qualifies.• Mark only data that is truly confidential.• Do not mark data that is already in the public domain or is already in possession of the USG orthird parties on an unclassified basis.• Proprietary data transmitted electronically must have the PROPRIETARY legend on both the coverof the transmittal e-mail as well as at the beginning of the file. CAGE (commercial and Government entity) Code (if any):________________________________________________________OBJECTIVE:The Army Contracting Command, Detroit Arsenal, in support of the Light Armored Vehicles (LAV) Program Manager, is seeking sources that can demonstrate the capability to modify software on the Control Electronics Panel (CEP) Assembly to include an updated “Silent Watch” duration for the Automatic Fire Suppression System (AFSS).  The vendor will modify, test, and deliver an updated software version three months after contract award.The vendor is responsible for providing a software development plan with substantiating artifacts that demonstrate that their modified software will meet performance requirements. The USG does not own and therefore cannot provide the Technical Data Package (TDP) for the CEP and the AFSS system.In addition to the software update, the following will be required:Publications and Logistics Development (Drawings and Engineering Data for Provisioning)Bill of materials and software version identification for the updated software solutionPERFORMANCE REQUIREMENTS:If you feel your company is capable of modifying software on the CEP AFSS system please provide the following:Your company's software development plan for modifying, testing and delivering an updated software version within 3 months of award.Your company’s experience in updating software for the CEP AFSS system.A schedule detailing the timeline and methodology to meet the requirements.ADDITIONAL QUESTIONS:Describe your past product performance with the Family of Light Armored Vehicles as it applies to integration of an electronic system requiring software modifications to meet system performance specifications.Describe your Quality Management system (QMS). Is your company International Organization Standardization (ISO) 9001 certified?Provide your facility clearance and what level of classification you process at your contract facility. Describe how your company handles Classified and Sensitive Compartmented Information (SCI) data. Response must discuss information, facilities, materials, equipment, and personnel.Describe your organization’s experience with National Security Agency (NSA) and Information Assurance certification?Describe your organization’s experience, skill and capability with developing (1) Logistics Product Data, (2) Logistics Product Data Summaries, (3) Logistics Management Information (LMI) using Department of Defense (DoD) adopted industry standard GEIA-STD-0007 (Logistic Product Data) and military standard MIL-PRF-49506 (logistic management Information). Identify computer Based tools/systems utilized to manage and generate these product data items.
