This is not a request for pricing or a commitment to purchase. The following contractual services are thought to be available from only a single reasonable source. Prospective Vendors are requested to provide information regarding their ability to supply the contractual services described or written explanation or other documentation contesting the proposed designation as a Sole/Reasonable Source . Prospective Vendors will be considered only if they provide documentation demonstrating that they are capable of meeting or exceeding the specification requirements stated herein. All Vendor
responses will be evaluated by the Director of Purchasing who shall have sole authority in establishing the approved equal status of the service offered by the vendor. The Director of Purchasing shall consider such submittals and notify all submitting vendors of the decision whether to designate as a Sole/Reasonable Source, which decision shall not be subject to objection, protest, or appeal. Vendors should submit response electronically through PeriscopeS2G. This RFI will remain posted until the due date and time indicated. Commodities or Services Required Ship simulation modeling to validate a reduction in tugboat use for vessels transiting the Southport Access Channel (SAC) in the post Port Everglades Navigation Improvements Project (PENIP) condition. This PENIP will both widen and deepen the Federal Channel and certain berthing areas at the Port Everglades (Port). The simulations shall include two different types of vessels. The first being a container ship 1144.7 feet in length with a 149.6-foot beam. The simulations for this vessel shall be run at two different drafts of 39.0 feet and 44.7 feet. The second vessel will be a petroleum tanker ship 748.5 feet in length with a 105.6-foot beam. The simulations for this vessel shall be run at two different drafts of 27.5 feet and 42.0 feet in ballasted draft. The post PENIP configuration will then be validated prior to the simulation runs being conducted. The simulation runs will be conducted over a four-day period utilizing a minimum of two Port Everglades Harbor Pilots. Variables in the simulations may include wind conditions, current conditions, position of moored vessels and docking/undocking. Once the modeling is complete, the recorded data will be reduced to a manageable size. This data along with track plots and completed pilot questionnaires regarding the simulation runs shall be sent to the U.S. Army Corps of Engineers (USACE), Engineering Research and Development Center (ERDC) for professional analysis. Quantity or Term 8 Weeks Known Reasonable Source/Brand for Ship Simulation Modeling Services Required Simulation, Training, Assessment & Research (STAR) Center Justification for Reasonable Source/Brand Acquisition The USACE and the Port have been partnering and working toward implementation of the PINIP for over 25 years. On December 8, 2020, the Broward County Board of County Commissioners approved the Project Partnership Agreement (PPA) for construction implementation of the project. In the past, the STAR Center has been used for various vessel simulation exercises for the new channel dimensions (depth/width) proposed for the PENIP specifically during the Feasibility Phase of this project. This past effort provides a benefit to the Port and its Federal partner, the USACE, as the STAR Center has already developed the geographic model of the Port that accurately depicts the piers, shoreline, aids to navigation, and other distinctive features to insure a high level of fidelity during simulation exercises. Also, the proximity of the STAR Center to the Port provides benefits such as no need for travel expenses and provides ease of access to the Port Everglades Harbor Pilots, located in Fort Lauderdale, who will be utilized for the simulations. The Port in coordination with the USACE performed market research to identify alternate sources to perform the ship simulations. The team identified the alternative sites that have the required simulators to perform the simulations and the expertise to build the necessary models; however, since these simulators have not modeled the conditions at Port Everglades before, it requires developing numerical modeling parameters which must be created and validated by the USACE prior to being used for simulating the conditions at the port.
