Notice of Intent to Sole Source to Gartner Inc.

NOTICE OF INTENT TO AWARD A SOLE-SOURCE TASK ORDERThe 766th Enterprise Sourcing Squadron (766 ESS), located at 560 Central Ave, Joint Base Pearl Harbor-Hickam 96860, intends to award a sole source task order to GARTNER, Inc, 56 Top Gallant RD Stamford, Connecticut 06902-7700.This requirement is for the purchase of technical support and yearly software maintenance on the following software products:1 – Executive Programs Membership to Gartner IT Research and Advisory Services for one (1) member from 9/1/2021 – 8/31/20222 - Gartner for Technical Professionals – Adviser Team for five (5) Division/Branch Chiefs from 9/1/2021 – 8/31/2022The Gartner Technical Professional (GTP) solution is a proprietary software suite developed by Gartner Inc. and they are currently the only vendor providing their software support under the Department of Defense Enterprise Software Initiative (DoD ESI) program, a required source for this purchase.The Government intends to acquire this supply under the

guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items.  The Government intends to solicit and negotiate directly under the authority of FAR 13.106-1(b)(1).This is not a solicitation for competitive quotes.  However, if any interested party that can provide this supply, without compromising manufacturing, delivery, warranty or mark ups, you may submit a statement of capabilities that may be considered by the 766 ESS.A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government.Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.The capability statement, a price list and any other information furnished must be sent via email only and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirements.Capability statements and related materials must be e-mailed to Kapua Watley at camille.watley.2@us.af.mil and James Medlang at james.medlang@us.af.mil by 10:00 AM HST on August 16, 2021.
