The Vermont Materials Management Plan (MMP) requires that Solid Waste Management Entities (SWMEs) to ensure that there is a collection point in their region for asphalt shingles to be recycled by July 1, 2021. To support these efforts, the Department of Environmental Conservation (DEC) is issuing a Request for Proposal (RFP) from Solid Waste Management Entities and Municipalities for the purchase of equipment or infrastructure in order to collect source-separated asphalt shingles for recycling. Eligible applicants include Vermont municipalities, Solid Waste Management Entities (SWMEs), or groups of towns. The Department of Environmental Conservation (DEC) seeks proposals for collection equipment or infrastructure for the recycling of source-separated asphalt shingles: • Funds will be awarded to grantees to pay for source-separated asphalt shingle recycling infrastructure, such as shipping containers, roll-off boxes, installation of concrete bunkers and pads, and related construction. Grantees must commit to the collection of asphalt shingles for a minimum of 5 years.
