West Texas Lake Herbicide Service Solicitation will be issued as a Request for Quote (RFQ) using the procedures outlined in the Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Products and Commercial Services and 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services, utilizing a competitive, Firm Fixed Price (FFP), Single Award Task Order Contract (SATOC). The overall services program will include, but not limited to; provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform herbicide and pesticide applications at the Three Rivers Regional Lakes of West Texas, these being Proctor, Hord’s Creek and OC Fisher Lakes. All applications and treatment results shall be as defined in this Performance Work Statement (PWS). It has been determined that the assigned North American Industrial Classification System (NAICS) code application to this project is 561730, Housing - Landscaping/Groundskeeping, which has size standard of $9,500,000.00 in average annual receipts. The RFP is anticipated to be issued 5 April 2024. A Firm-Fixed price contract is anticipated to be awarded using Trade off with Price, Technical, and Past Performance as factors. The SATOC will be administered by the Fort Worth District, U.S Army Corps of Engineers and will have a base period of twelve (12) months plus four (4) Twelve (12) month option periods.
