Proposed office space cannot be located inside a shopping mall or shopping center.iv. Proposed office space cannot be located in a building that houses day care facilities, abortion clinics, mental health clinics, or drug rehabilitation clinics, immigration, probations, public defenders, and/or social services (including but not limited to: Social Security Administration (SSA) and Department of Health and Human Services (HHS)) within the building.v. Proposed building or parking facility cannot be located within 1,000 feet of agencies or tenants identified in iv. above.vi. Proposed office space cannot be located in a high crime area or an area that will necessitate more extensive and stringent building security than a generally progressive and alert neighborhood with a low crime rate.vii. Any exceptions or variances to the above listed criteria must be approved in writing, by the Chief, Physical Security Programs Branch.Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease.  A fully serviced lease is required.  Offered space shall not be in the 100 year flood plain.Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR).  ).  For more information, visit: https://acquisition.gov/FAR-Case-2019-009/889_Part_B.The U.S. Government currently occupies office and related space in a building under a lease in Hartford, CT, that will be expiring.  The Government is considering alternative space if economically advantageous.  In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.Swing Space: If the current Lessor desires to participate as an Offeror in the new lease requirement, and further to propose the leased space where the agency is currently located, then swing space shall be required to avoid any impact and/or disruption to the tenant agency’s business operations. Under no circumstances shall it be deemed acceptable that the agency shall remain in any portion of the current leased space during demolition, construction or alterations for this new lease requirement, unless requested and/or agreed to in writing by the Lease Contracting Officer (LCO).  The current lessor as an Offeror shall be responsible to relocate the tenant agency to a temporary alternate location (swing space), and all costs for this relocation as well as preparing space to meet all operational requirements of the Government shall be the solely the Offeror’s responsibility.  A relocation plan meeting the agency’s move standards must be submitted to and approved by the LCO. The current lessor/offeror may provide “Swing Space” by either Lessor Owned Space or by Leased Swing Space not owned by the lessor, which space shall meet those requirements as set forth in the RLP/Lease as applicable.  In addition, any proposed Swing Space must meet the requirements as set forth in the RLP/Lease issued for this space procurement. The amount of swing space required shall be solely determined by the Government and in no event shall the Government be responsible to pay rent for any amount of swing space that exceeds the amount determined.
