Synopsis: THIS IS A PRESOLICITATION NOTICE. This presolicitation notice, in accordance with Federal Acquisition Regulation (FAR) 5.204, is posted by the General Services Administration (GSA), Federal Acquisition Service (FAS) (Federal Systems Integration and Management Center (FEDSIM)  to announce the intention to issue a Request for Proposal (RFP) for ASTRO. ASTRO is a Multiple Award (MA), Indefinite Delivery, Indefinite Quantity (IDIQ) solicitation using Full and Open Competition procedures under FAR 6.1.Scope of Work:The scope includes operations, maintenance, readiness, research, development, systems integration, and support for manned, unmanned, and optionally manned platforms and/or robotics, as well as the services that support those platforms and robotics.The scope of ASTRO spans many areas of expertise and includes any and all components required to formulate a total solution to a requirement, except for those services and products specifically prohibited in the contract.
Solutions may include Ancillary Support Services and/or Ancillary Support Products as defined in the contract. Requirements may call for solutions that cross over multiple disciplines; include ancillary support services and/or products; require commercial and/or non-commercial items; require professional and/or non-professional labor; and use a variety of contract types including fixed-price (all types), cost reimbursement (all types), T&M/LH, or a hybrid mix of contract types. These platforms and robotics may be based on land, air, sea, and/or space.Period of Performance:The period of performance of ASTRO is from the date of the Notice-To-Proceed through 5 years thereafter, with 1 (5-year) option that may extend the cumulative ordering period of the contract to 10 years. Once the ASTRO MA-IDIQ is awarded, task orders will be issued and awarded in accordance with FAR 16.505 procedures.NAICS Code:The procurement is Unrestricted. There are several North American Industry Classification System (NAICS) Codes for this procurement with size standards at $8 Million, $16 Million, $16.5 Million, $35 Million, $41.5 Million, and 1,000 Employees.The solicitation will be available on or about August 19, 2020.  The due date for receipt of proposals will be stated in the solicitation. The solicitation will only be available for download through the Government Point of Entry website at www.beta.sam.gov.  Offerors are responsible for downloading the solicitation and for monitoring FBO for amendments or additional information.
