The County of Orange (County) Health Care Agency (HCA), in collaboration
with the County of Orange Social Services Agency (SSA), is seeking
proposals to continue current behavioral health services to eligible
California Work Opportunities and Responsibility to Kids (CalWORKs)
participants in Orange County, California, in accordance with legislated
program requirements.
 
CalWORKs Behavioral Health Services (BHS) is an integrated behavioral
health program that provides mental health, substance use, and
co-occurring services to eligible CalWORKs Welfare-To-Work (WTW) and
Cal-Learn participants.  The program works collaboratively with SSA CalWORKs.
 
The purpose of the targeted services is to address barriers and help
participants become self-sufficient by treating their mental
health
and/or substance use issues. Successful proposals shall focus on
services that are integrated, comprehensive, collaborative,
trauma-informed, recovery-oriented and vocationally and outcome-focused
with the goal of increasing employability and family self-sufficiency. 
 
Successful bidders shall provide, at minimum, the following core services:
Outreach and Engagement
Assessment and Evaluation Services
Treatment Planning
Mental Health Treatment including individual, family and group therapy
Substance Use Treatment
Co-Occurring Services
Case Management
Crisis Intervention
Collaboration and Service Coordination
 

Background
 

Federal welfare reform legislation, the Personal Responsibility
and Work Opportunity Reconciliation Act of 1996, established the
Temporary Assistance for Needy Families (TANF) program which became effective July 1, 1997. TANF replaced the
Aid to
Families with Dependent Children program which had been in effect since 1935 and changed welfare from an
entitlement to a time-limited program with the goal of helping families
move from welfare to work.  Assembly Bill 1542 (Chapter 270,
Statutes of 1997) enacted the CalWORKs program as California’s
state-funded TANF program. California Legislature recognized the
critical impact that mental health and substance abuse issues can have
on individuals moving from welfare to work and determined that mental
health and substance abuse treatment would be necessary component of
California’s WTW program and included the provision of these
services under Welfare and Institutions Code (WIC) Sections 11325.5,
11325.7 and 11325.8.
