SummaryThe purpose of this RFP is to obtain proposals from qualified administrators of public safety entrance and promotional examinations (“Exams”). These exams shall include written and behavioral assessments and may consider other validated examinations. The City intends to award the contract to one contractor, however, the City may, in its sole discretion, divide the award of the contract into separate parts, if it is in the City’s best interest.2. BackgroundThe Norfolk Police Department is composed of approximately 800 sworn members and Norfolk Fire-Rescue is comprised of approximately 500 sworn members. At present time, Police Department does not conduct entry exams, Fire-Rescue typically conducts written entry exams once every year. Typically, both departments conduct promotional exams every 2 years, usually in alternating years; however, the exams may take place on an as-needed basis. Entrance testing may include up to 500 applicants and promotional exams will vary based on the number of available positions.3.
