Opportunity Summary
RFPs will be reviewed in each of these sections. Proposers may elect to include additional suggested services in a fourth section at their discretion.

1) Product Requirements Analysis -Treasury will evaluate the capabilities and maturity of each proposed solution in the areas outlined below. Proposals should clearly outline how the solution can help Treasury to modernize its enterprise reporting needs. If hosted and on-premises options are available both should be included in the pricing proposal, and any differences between the two clearly stated. A proposed solution must have the following attributes:
a) Infrastructure (200 points)
i) The proposed solution must provide:
(1) Centralized user administration for licensing, user administration, and data source privileges
(2) Ability to connect to Active Directory for user administration
(3) SOC 2 Compliance
ii) The response should show how user access and management is securely
handled in the proposed solution.
b) Data Connectivity - (100 points)
i) The proposed solution must provide connections to:
(1) on-premises SQL databases,
(2) public web data sources such as Census Bureau American Community Survey (ACS) data,
(3) remote database requiring IP address whitelisting and credentialed access; and
(4) PDF files.
ii) The response should outline the proposed solution's ability to connect to on-premises and cloud data owned by Treasury, other governmental agencies and public data.
c) Data Management (100 points)
i) The proposed solution must provide:
(1) User ability to prepare data
(2) Centralized data certification, metadata management, and data cataloging
(3) Row-level data security
(4) Segregated areas for the development, testing, and production of analysis and dashboards
ii) The response should show how the proposed solution will increase Treasury's data management capabilities.
d) Data Analysis (100 points)
i) The proposed solution must provide:
(1) Analytics tools that allow for dashboard development by core users but use by all employees.
(2) Capability to publish user created content to a central server where it can be viewed via the desktop, web browser, and mobile device connections.
(3) Natural language processing capabilities
(4) Geospatial analysis and reporting
(5) Ability to integrate with R and Python programming languages for advanced analysis
ii) The response should clearly show how the proposed solution will allow Treasury employees to conduct both ad hoc analysis using a data source, and view previously created dashboards using a variety of analytics tools. Augmented analytical capabilities should be included in the proposal.
e) Dashboards (50 points)
i) The proposed solution must provide:
(1) Ability to design dashboards with Treasury Branding
(2) Ability to publish dashboards with drill-down capability
(3) Ability to publish to Treasury Website or other public servers
(4) Ability to allow external customers to download table data in Excel, CSV, and PDF formats
(5) Ability to selectively prohibit customers from downloading table data.
ii) The response should clearly show how the proposed solution will enable Treasury to more effectively create and communicate information to all of its employees and stakeholders.
f) On-Premises Hardware Requirements
i) For on-premises solutions, desktop and server hardware requirements should be clearly defined.
2) Implementation Support - In this section Treasury will evaluate each proposer's ability to deploy the proposed solution. (100 Points)
a) Initial Dashboard review and improvements
b) Initial Data Discovery support
c) Software Deployment
3) Ongoing Support - In this section Treasury will evaluate each proposer's ability to provide ongoing support for the product, training for users, and ongoing consulting service options. No ongoing services are necessary to include in the base pricing, but pricing options should be included in case at any point Treasury determines that additional consulting services are necessary. Service level agreements should be included as an attachment to the proposal. (100 Points)
a) Free Training support via web tutorial, video, online training, and user groups
b) Paid training options onsite, online, and conferences
c) Data analysis and Dashboard design consulting
4) Additional Services - To the extent not listed above, any suggested additional services or solutions that the proposer would suggest that Treasury consider if selected, should be included in section 4.
