River Lagoon South, C-23/C-24 North Reservoir, St. Lucie County, FloridaINDUSTRY DAYDATE:  Thursday, 21 July 2022TIME:  10:00-11:00am Eastern TimeLOCATION:   WebEx Presentation (A Slide show will be posted via amendment).  All interested parties must contact Deborah Torrence at deborah.d.torrence@usace.army.mil and James Tracy at james.t.tracy@usace.army.mil no later than the 18th of July 2022 by 3:00pm EST.  The link to access the industry day presentation will be posted via beta.SAM.gov   Failure to contact Deborah Torrence and James Tracy on the above dates may result in your inability to attend the Industry Day for the Comprehensive Everglades Restoration Plan, Indian River Lagoon South, C-23/C-24 North Reservoir Project requirement.  All interested Offerors are required to access BetaSam.gov for future updates.DESCRIPTION OF PROJECT:  The Scope of Work for this project includes the construction of the following major structures.One seven foot diameter High Density Polyethylene (HDPE) sag culvert.  This structure is encased in concrete under the embankment, runs under the C-24 canal, and connects to an existing pipe at the Stormwater Treatment Area (STA) on the east side of the canal.One pump station with 650 cfs total capacity with associated intake canal from the C-24 canal.One combination discharge structure and emergency spillway.  This consists of a gated tower with weir openings for emergency use.  Normal and emergency discharges are through two 7 foot by seven foot concrete box culverts running under the embankment into a discharge canal to the C-24 canal.Four 6 foot by 6 foot concrete box culverts to provide access across the seepage canal.  The two culverts near the C-24 canal on the north and south also control the water level in the seepage canal with a weir plate.Two 6 foot diameter HDPE pipes to provide access across the PC-37 canal.  One of these culverts also controls the water level in the PC-37 canal.One fixed weir and one bridge to provide access and water level control for the Raulerson Ditch.Location of ProjectThe Comprehensive Everglades Restoration Plan, Indian River Lagoon South, C-23/C-24 North Reservoir project is located in St. Lucie County.  Specific Project Challenges The work will be performed in a rural area of St. Lucie County, Florida approximately 12 miles west of I-95 at Fort Pierce and 20 miles northeast of Okeechobee.  The work will require significant surface and groundwater management for the duration of construction to ensure proper construction occurs per project specifications.  USACE will obtain the appropriate Comprehensive Everglades Restoration Plan Regulation Act (CERPRA) permit from the Florida Department of Environmental Protection (FDEP), however the construction contractor will be responsible for obtaining additional permits from the FDEP and the SFWMD for water use authorization and stormwater discharge during construction.Work will require the excavation and processing of several million cubic yards of material to be used as embankment fill.  Embankment dam internal drainage features will have very specific criteria and will require importing material from off-site.  The full interior and crest of the embankment dam will be covered with soil cement.  Aggregate for soil cement will be obtained from off-site sources.  The work will also require construction of a cutoff wall that will vary in total height, but is approximately 20 feet above grade to 35 feet below grade.The gated outlet work structure as well as the inflow pump station will require construction of cofferdams and significant dewatering to maintain a dry working surface on the cofferdams interior for construction of these mass concrete structures. Environmental ConditionsContractor is required to remain within the construction limits in order to minimize wetland impacts.ADDITIONAL INFORMATION REQUIRED:Provide an email to Deborah Torrence at deborah.d.torrence@usace.army.mil and James Tracy at james.t.tracy@usace.army.mil to include the information listed below:Your Company NamePoint Of ContactCompany AddressPhone NumberEmail AddressDuns NumberCage CodeOfferor shall identify their size classification and Small Business Size:_ Large Business_ Small Business_Small Disadvantage Business_ 8(a) Small Business_ HUBZone_ SDVOSB _WOSBYour email Subject line should be addressed as “Industry Day Request – (Company Name) - Comprehensive Everglades Restoration Plan, Indian River Lagoon South, C-23/C-24 North Reservoir Project” in order to ensure all requests are handled in a timely manner.  The required information is due in house to Deborah Torrence and James Tracy no later than 18 July 2022 at 3:00pm ET.
