Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. Network Contracting Office (NCO) 2/RPO East Department of Veterans Affairs is currently conducting a market survey for qualified firms capable of providing Project Based Cleaning Services. The North American Industry Classification Systems (NAICS) is 561720. Responses to this notice must be submitted in writing (email) and must be received no later than December 19, 2019 at 4:30PM EST. Email: josie.tuitt@va.gov No telephone inquiries will be accepted. Interested parties MUST provide company/individual name, a capability statement, examples of same or similar work performed at other facilities, DUNS number and address, point of contact and social-economic. Interested parties who do not submit the above information on or before the response due date and time will not be considered for this
procurement. Please review the attached Statement of Work included herein. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business), relative to NAICS 561720. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Overview: New York Harbor Healthcare System is requesting project-based cleaning in various areas throughout the healthcare system. Locations: NYHHCS has three main campuses project- based cleaning can occur: New York Campus 423 East 23rd Street New York, NY 10010 Brooklyn Campus 800 Poly Place Brooklyn, NY 11209 St. Albans Campus 179-00 Linden Blvd, St Albans, NY 11425 Expected areas will include but not limited to: Area Expected SqFT Operating Room Approximately 19,000 square feet Mobile SPS Approximately 2,000 square feet Pharmacy USP 800 Areas Approximately 1,400 square feet Pharmacy USP 797 Areas Approximately 2,000 square feet Interventional Radiology Approximately 5,000 square feet GI Approximately 9,000 square feet Frequency: Project Based Cleaning or a task order when a need arises. No frequency for this contract. When a need arises, the Contracting Officer Representative (COR) will call the Contractor to provide a quote for each task order. Vendor will be called in at least 24 HR in advance before services are required but will also be expected to provide Emergency Responses when needed. Below are performance standards for each area. Performance: Entrance/Reception/Office Areas: Vacuum carpet, Artwork dusted and glass cleaned, Phones and computers wiped down, Vacuum Carpet, Remove rubbish and replace bin liners, Vacuum all carpets and mats, Dust all horizontal surfaces of desks, chairs, tables and other furniture, Mop all hard floors with disinfectant, Remove cobwebs from front entry and immediate surrounding areas, Remove fingerprints and marks from around light switches and door frames, Clean automatic glass doors inside and out, Spot clean all glass, Polish all brass, stainless steel and bright work, Spot clean walls and painted surface, Collect all rubbish, papers, bottles etc. from front entrance, Ensure all areas are clean & arranged in a tidy fashion prior to leaving, Wipe down door sills remove all dust. General Office Areas: Desks dusted, Carpets Cleaned and vacuumed, Filing cabinets wiped down, Window sills wiped down, Door glass cleaned, Bookcases/book spines dusted, Light fixtures dusted or wiped down, Remove rubbish and replace bin liners, Wipe Window Sills/ Skirting Boards/ Polish Light Switches, Dust/ Wipe all Office Furniture Including Pictures, Clean Doors of Finger Marks, Vacuum/ Dust Sofas, Armchairs, Vacuum Floor Including Under Desks and Chairs, Mop all hard floors with disinfectant, Vacuum Carpet, Wipe down door sills remove all dust. Strip and Wax floors if requested. Toilet and Bathroom Areas: Sink, fixtures and toilets cleaned and sanitized, Toilets and urinals to be cleaned and disinfected on both sides and disinfected/sanitized and wiped dry, mirrors polished, counter tops cleaned and sanitized, soap and towel dispensers wiped down, Mop clean restroom floors with disinfectant, remove rubbish and replace bin liners, clean tiles, shower and polish shower taps, clean glass walls and surfaces, wipe/polish light switches, stock toilet tissue, hand towels, facial tissues, hand soap and feminine hygiene products, Wipe down door sills remove all dust, Dust partitions, Remove splash marks from walls around basins. Kitchen/Break Room: Sink, fixtures and countertops wiped down and sanitized, refrigerator wiped down, microwave wiped down, cabinets dusted or wiped, Wall outlets wiped and sanitized, tables, benches and chairs wiped down, Rubbish emptied, wipe rubbish Bin and change Rubbish Bag. Elevators and Stairs: Remove debris from tracks in elevator doors, remove rubbish from all areas, polish all brass and bright work, vacuum all hard floors, Mop all hard floors with disinfectant, Spot clean internal glass in lifts. Surface Cleaning: The following surfaces will be cleaned using an EPA registered disinfectant/sporicidal cleaner. Patient monitors, beds and attachments, Reusable table straps, Positioning devices, Patient transfer devices, Overhead procedure lights, Tables and Mayo stands, Mobile and fixed equipment, Storage cabinets, supply carts, and furniture, Light switches, Door handles and push plates, Telephones and mobile communication devices, Computer accessories, Chairs, stools, and step stools, HVAC vents, Trash and linen receptacles. Floors will be dusted and mopped with an EPA registered disinfectant. Floors could be stripped and waxed as requested. Walls will be dusted and wiped with a Hypochlorous Acid solution. (Supplied by the VA) Terminal/Deep Cleaning: Thorough clean of area to rid of any infectious agents. Follow all Surface Cleaning requirements. In special sanitation and/or isolation situations, the Contractor may be required to wear special protective clothing and shoe covers, which will be supplied by the medical facility. Such items are to remain the property of the Government and shall not be removed from the premises of the medical facility. They will be received, worn, and turned in or disposed of as directed by the COR. All other safety or protective clothing or equipment shall be provided and maintained by the Contractor at the Contractor s own expense General Task List Armchairs dusting and cleaning Artwork dusted and glass cleaned Benches and chairs wiped down Bookcases/book spines dusted Carpets vacuumed including under desk/chair Cabinets dusted or wiped Carpets Cleaned/Shampooed Clean automatic glass doors inside and out Clean Doors of Finger Marks Clean Glass Walls and Surfaces Clean Tiles Collect all rubbish Counter tops cleaned and sanitized Desks dusted Door glass cleaned Dust all horizontal surfaces of desks Dust partitions Dust/ Wipe all Office Furniture Including Pictures Ensure all areas are clean & arranged in a tidy fashion prior to leaving Restock hand soap, hand sanitizer Filing cabinets wiped down Restroom sinks, fixtures, urinals and toilets cleaned, disinfected and sanitized both inside and out Restock Paper Towels, Toilet Tissue Light fixtures dusted or wiped down Mirrors polished Mop/clean restroom floors with disinfectant Dust Mop/clean VCT floors Damp Mop/clean VCT floors with disinfectant Buff/Burnish/Polish VCT floors Polish all brass, stainless steel and bright work Refrigerator wiped down Remove cobwebs from front entry and immediate surrounding areas Remove debris from tracks in elevator doors Remove fingerprints and marks from around light switches and door frames Remove rubbish and replace bin liners Remove rubbish from all areas Remove splash marks from walls around basins.
