Project Description:The Health Department is seeking a Lead contractor to support the legislatively mandated activities of the Ryan White Planning Council per The HIV Treatment Modernization Act of 2009. More specifically the Council’s key functions are to: Determine service priorities within the EMA based on data, develop a resource allocation based on data, develop a comprehensive plan for service delivery, assess the administrative mechanism in fund distribution, monitor overall spending by service category and monitor overall quality of services by service category. The Planning Council is appointed by the Mayor

of New Haven.
The Act also requires the City of New Haven to monitor the financial, programmatic, and quality performance of all sub and sub-subrecipients of Ryan White Part A funds. Throughout the New Haven/Fairfield Counties’ Eligible Metropolitan Area (EMA) there are approximately 25 organizations that must be monitored on an annual basis.
