KIRTLAND AIR FORCE BASE DRINKING WATER TEST WELLS, KIRTLAND AIR FORCE BASE, BERNALILLO COUNTY, NEW MEXICOThe proposed procurement is an Unrestricted Best Value Request For Proposal (RFP), and thus open to large and small businesses. NAICS is 541620, with a size standard of $19,000,000.00. Offerors attention is directed to Section K in the Solicitation for information regarding the tour of the site. Plans will be issued on or about 16 April 2024, with proposals due on or about 16 May 2024. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process.THE PROJECT consists of the drilling of 3 (three) 1,250-foot deep boreholes for the construction of three cased and screened aquifer test wells (one 6 inch diameter well and two 4 inch diameter wells), regolith (commonly referred to as soil) and rock sampling and analysis, well development and aquifer pumping test, water quality sampling and analysis,

establishing test wells for use as future monitoring wells, with an option for the abandonment of each well, and completion of a Final Well Report.THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. The proposed procurement will result in a firm-fixed price contract.
