Request a Bid Packet Notice - Request for Qualifications with Price Proposal Date Issued: November 2, 2022 RFQ/P #: 43-018 Sealed submittals from firms will be received by the Purchasing Department of the Hall County Commissioners at 2875 Browns Bridge Road, 4th Floor, Gainesville, GA 30504 until 2:00 p.m., legal prevailing time on Friday, December 2, 2022 for: Contract for General Contractor Grant Services – Section 3 Opportunity After the time and in a designated room and place, the names of the Companies submitting proposals will be publicly read. No further information will be read, discussed or provided until the evaluation of all submittals is completed. No extension of the bidding period will be made other than by a formal written addendum. Hall County Board of Commissioners is soliciting proposals for General Contractor Grant services from a professional general contractor or teams of contractors with a strong record in successfully assisting local governments with the
implementation of Community Development Block Grant (CDBG) programs. These grants are funded by the federal government and administered at the state level by the Georgia Department of Community Affairs (DCA). Therefore, all activities must be performed in strict adherence to applicable federal and state regulations. Plans are to contract for general contracting services required for a potential FY2021 CDBG-CV Round 1 project and, if funded, for contracting services for the implementation of the project. The purpose of the project is to expand the existing Georgia Mountain Food Bank facility to handle increased supply and demand due to COVID-19, to allow for better quality control during processing of refrigerated foods into inventory, and to provide additional workspace for the increased number of employees. Additionally, the project will also include the construction of additional parking for volunteers, employees, and other patrons to the facility. Services to be performed may include, but is not limited to, space planning, building evaluations, conceptual and schematic design, design development and construction documentation including architectural, civil, structural, mechanical, electrical and plumbing plans to meet current codes, assisting with contractor bidding and/or negotiating and construction contract administration. Firms may be asked to assist and participate with citizen and governmental board committees. Proposal submittal documents may be obtained by going to our Bids & Proposals website at http://www.hallcounty.org/Bids.aspx, then select the bid titled ‘RFQ-P#: 43-018 Contract for General Contractor Grant Services’, click on ‘Request a Bid Package’, fill out the requested information, click ‘Submit’, and this will send an automatic request to our office. You may also contact us in the Purchasing Office at 2875 Browns Bridge Road, 4th Floor, Gainesville, GA 30504, or via Phone 770-535-8270 or Fax 770-531-7112 to obtain the information at no charge. This is the only official release site for this request for proposals or any addenda that may be issued for same. All qualification submittals will be evaluated in accordance with applicable Hall County rules, regulations and laws. This proposal will be evaluated using a multi-step process. The first step is to evaluate “qualification” submissions. Factors to be considered in the evaluation include: ability of the professional staff, experience on past projects, performance on past projects, and references for similar services. This step will result in a “shortlist of qualified firms”. During the evaluation process, the selection committee and the County reserve the right, when it may serve the County’s best interest to request information or clarification from proposers or to allow corrections of errors or omissions. Once the “short list” is compiled, the second step is to evaluate “cost proposal” which should have been submitted at the same time in a separate sealed envelope. Fees and/or Percentages (if any) associated with the Preliminary Architectural Report (PAR) for the application, and Design and Construction Management Services, if the project is funded. If deemed necessary, the firms short-listed will be invited to interview with the committee. Contract Performance and Payment Bonds issued in the full amount of the contract are required by federal procurement rules if the contract is for $100,000 or more. A Bid Bond or other security is required by federal rules whenever the contract is for $100,000 or more. Generally, these bonds must be issued by a surety company satisfactory to the local government, qualified to do business in Georgia, and in a format meeting the federal and state legal requirements. The bonding company must also appear on the "List of Acceptable Sureties" published annually by the US Department of the Treasury. DCA recommends that CDBG Recipients be sure to assign responsibility for reviewing construction bonds. This job may be given to the local attorney, the grant administrator, or the project architect/engineer. Specific duties include verification that the agent is licensed by the state and authorized by the bonding company and verification through the Insurance Commissioner that the company is financially sound and licensed in Georgia. The actual bond should also be reviewed and verified as being valid. Your submittal must have a signature in its “original form”. Hall County suggests you provide a “cover letter” to submittal to ensure this. Please submit eight (8) hard copies and one (1) copy in digital format, in either Microsoft Word or PDF format. No proposal may be withdrawn for a period of sixty (60) days after time has been called on the date of opening. The County reserves the right to retain all proposals submitted and use any idea(s) in a proposal regardless of whether that proposal is selected. The County shall have the right to waive any informality or irregularity in any bid received. The County shall reserve the option to reject any or all bids, in whole or part, or to select any bidder to complete the described Work. Award of Contract will not be solely based on low bid, but also on quality, references and other subjective criteria as the County may deem necessary and determine at its sole discretion. The Undersigned Bidder expressly understands that their proposal may be rejected by the County for any reason without liability on part of the County to the Undersigned Bidder. Pre-Bid Walk Through: A MANDATORY pre-bid walk through will be conducted on November 17th, 2022. The walk through will begin at 10:00 am and will be held at the Georgia Mountain Food Bank located at 1642 Calvary Industrial Drive, Gainesville, GA 30507.
