 PERFORMANCE WORK STATEMENT (PWS) FOR 45th Security Forces Squadron's Weapons Firing Range  AT Building #9693, Patrick AFBPERFORMANCE-BASED WORK STATEMENT TABLE OF CONTENTS   SECTION                                                                                             PAGE 1 DESCRIPTION OF SERVICES. 42 GENERAL INFORMATION. 43 SERVICES SUMMARY. 54 GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES. 5 the 45th Security Force Squadrons (SFS) Weapons Firing Range located at Building #9693, Patrick AFB.   •1.1 PERIOD OF PERFORMANCE: Performance period for this contract will be no more than 1 year from the date of award. •1.2 SPECIFIC REQUIREMENTS: 1.2.1.1   Maintenance of Compressor and Air Lines1.2.1.2   Check oil level and air filter.  Replace as needed.1.2.1.3   Drain water condensation buildup.1.2.1.4   Check air dryer system functionality (if applicable).1.2.1.5   Test entire system for leaks.  Repair as needed.1.2.1.6   Verify correct pressure settings and adjust as
necessary. 1.2.2   Maintenance of Electrical Systems1.2.2.1   Test voltage levels at the power supply and target locations.1.2.2.2   Test functionality of each interface component.1.2.2.3   Clean and secure all enclosures. 1.2.3.1  Maintenance of Tower/Control Room1.2.3.2  Test computer monitor and Laptop (Action Target and Meggett).1.2.3.3  Update all software to the latest version.1.2.3.4  Run all standard software programs and scenarios to certify completeness. 1.2.4.1  Maintenance of Bullet Trap1.2.4.2  Empty all lead collection canisters into a container provided by and disposed of by the customer.1.2.4.3  Inspect all plates, joint strips, deflectors and deceleration chambers (inside as well).1.2.4.4  Tighten or replace all loose joints and unions.NOTE:  Replacement of bullet trap components may require additional work days above and beyond the pre-scheduled 2-3 day plan.  1.2.5.1  Maintenance of Dust Collection Unit1.2.5.2  Check general functionality of the Dust Collection Unit (DCU).1.2.5.3  Check and service DCU air compressor.1.2.5.4  Check Photohelic set points and adjust static pressure controls as necessary.1.2.5.5  Verify and test purge cycle functionality.1.2.5.6  Check DCU filters.  Replace as needed. 1.2.6.1  Maintenance of Screw Conveyor System1.2.6.2  Check general functionality of the Screw Conveyor System.1.2.6.3  Check hangar bearings for wear and damage. Replace as needed.1.2.6.4  Check discharge system and collection barrel.1.2.6.5  Check circuit breakers, thermal overloads, and verify start up procedures.1.2.6.6  Check gear box for lubrication. 1.2.7.1  Additional funds for Replacement Parts, Filters and Maintenance Days 1.2.7.2  Line Item 0002 will be a "Not To Exceed (NTE)" CLIN for $6,000.00. The contractor will notify the 45 SFS/S4C at the 75% level of this NTE value. The replacement parts will be reimbursable in accordance with the catalog price of the replacement parts and a copy will be given to 45 SFS/S4C. The Contractor will provide a list of larger dollar system items needing replacement following quarterly range maintenance. The 45 SFS/S4C will make the determination to replace these items with GPC or another contract. 1.2.8.1  Cleaning In-Door Firing Range (estimate Two-Three Days on-site)1.2.8.2  Quarterly changing of pre-filters (estimate should include cost for filters 40 each quarter 24" x 24" x 2")1.2.8.3  Annual changing of HEPA filters (estimate should include cost for metal filters 40 each annually 24" x 24" x 12")1.2.8.4  Will provide all supplies (to include approved hazardous waste storage containers for range debris, filters and solution mop water), material, parts, tools, equipment sufficient to perform the gun range environmental services as required by the base and said contractor.For DOT container requirements, must use the following: Mop Water: Two 55 gal drums UN1A1/Y1.4/100Debris: Two 55 gal drums UN1A2/Y1.4/100Air Filters: Quarterly, 4 Cubic Yard Boxes UN11G/Y with pallets. Annual, 10 Cubic Yard Boxes UN11G/Y with pallets.     The contractor will follow proper safety procedures and all OSHA guidelines and regulations concerning its employees during the cleaning and handling of the hazardous materials from the range.  The contractor personnel will wear all necessary personal protective equipment used on the job.  All used PPE equipment will be disposed of properly.1.2.8.5  Will clean the gun range with HEPA vacuum, mops and cleaning solution, from fining line to back plate and all (14) firing positions from firing line to backstop (100 meters).  A general clean-up of debris behind the bullet catch is required.  Lead dust/contaminated debris, filters and cleaning solution will be collected in DOT-approved containers for proper hazardous waste disposal.  Properly packaged/labeled hazardous waste by said contractor will be staged in the firing range no-longer-than 72 hours from being generated.  Patrick AFB Civil Engineer Environmental Office has a separate contractor for hazardous waste pick up/disposal. Contact ESC III at 321-890-7486 prior to start of work. Must follow requirements of the Hazardous Waste Management Plan (HWMP), Jan 2017.  Also, prior coordination with Mr. Art Lorenz, 321-494-9268, for approval of all/any hazardous materials used during performance of the contract must be completed prior to purchase and use. 1.3.1  Items Contractor required to furnish 1.3.2  Contractor to provide all tools, materials and personnel needed to complete the above mentioned work. 1.4.1  Schedule:1.4.2  Work is to be completed during normal duty hours Monday through Friday excluding holidays 0700-1600. •2 GENERAL INFORMATION: •2.1 HOURS OF OPERATION: Concessions are made for religious holidays, at the discretion of the US, when it does not interfere with operations. •2.1.1  Emergency Services:  On occasion, services may be required to support an activation or exercise of contingency plans outside the normal duty hours described above.   •2.2 Removing objects from refuse for personal use is unauthorized.  Contractor Personnel may request items through unit designee.  Violations are grounds for termination. •2.3 At no time, without authorization, will a Contractor Personnel purchase any items from the local economy for any US Personnel.  •2.4 Standards of Conduct:  Contractor Personnel must adhere to standards of conduct as established by the Installation Commander. •2.5 Security Requirements: Contractor shall adhere to current installation security policies. •2.6 The contractor shall provide an interpreter if English is not the primary language of the workers. The interpreter shall be on site at all times.•3 SERVICES SUMMARY: Performance ObjectivePWS Para Performance ThresholdMaintenance and cleaning of weapons firing range.As stated in paragraph 1.The range will be inspected by the 45 SFS Combat Arms Training and Maintenance personnel (CATM) before quarterly payments are made through WAWF.  •4 GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES:  The US Government will not provide any equipment, fuel, personnel or facilities to the contractor for the execution of this contract.
