Request for Qualifications (RFQ) Small Business Development Services AMERICAN RESCUE PLAN ACT (ARPA) B usiness O wner O ccupied S tabilization T ransformation (B.O.O.S.T) Program January 5, 2023 City of Moline Community & Economic Development Department 619 16 th Street Moline, IL 61265 (309) 524-2044 It is the intent of the City of Moline to solicit proposals for the provision of Small Business Development Services for the City of Moline’s Business Owner Occupied Stabilization Transformation (B.O.O.S.T) Program in accordance with all requirements stated herein. The Business Owner Occupied Stabilization Transformation (B.O.O.S.T) Program will provide entrepreneurs and current small business owners financial assistance (up to $80,000), along with access to tools and skills to make their business endeavor a success. The Small Business Development Services Consultant will assist new or existing small business entrepreneurs start an eligible (program) new business or expand and improve an
existing business through advising, training and tools. Proposals shall be in a sealed envelope and clearly marked on the front as follows: Proposals for Small Business Development Services for the City of Moline’s Business Owner Occupied Stabilization Transformation (B.O.O.S.T) Program Only proposals that are received prior to the proposal’s due time and contained in a sealed envelope will be considered. Proposals must not be sent by facsimile or e-mail. It is the responsibility of the Bidder to deliver the proposal on or before the due time. A complete copy of the proposal must be received, at the following location, by 2:30 pm, Central Standard Time , on Monday, February 6, 2023 .
