Leadership Training Materials and Support

Source Sought #HDEC05-20-SS-0005The Defense Commissary is seeking firms that can provide the following program:Provide for supervisory and managerial training (with printed materials) which allows trained personnel to become certified in that material.   (Must include Train the Trainer Certifications as well.)Training focuses on strengthening leaders in the following DOD Competencies:Leading Change                Leading People                Results Driven                Business Acumen                Building CoalitionsOnline access to training materials for 300 of people for refresher.  Must include the ability to order printed materials as needed (at a discounted rate) and the ability to bring in training facilitators to the Defense Commissary Agency Headquarters (Fort Lee, VA) when needed.Background:The Defense Commissary Agency (DeCA) is a component of the Department of Defense reporting to the Under Secretary of Defense for Personnel and Readiness.  DeCA was formed after the

House Armed Services Committee appointed Jones Commission recommended a single agency to operate the Military commissary system more effectively and at a lower cost than the former military services’ four systems.  Activated on October 1, 1991, DeCA operates a network of systems managing approximately 14,000 employees, currently encompassing approximately 238 commissaries worldwide with annual sales of approximately $4.9 billion dollars. DeCA’s mission is to deliver a vital benefit of the military pay system that sells grocery items at cost while enhancing quality of life and readiness.The Agency headquarters is located at Fort Lee, Virginia.  The headquarters maintains oversight of 5 area offices, 26 zones, 9 distribution centers, a Central Meat Plant in Europe and approximately 238 commissaries on or near military installations worldwide (specific locations can be found at www.commissaries.com).  Central Area and East Area Offices are located at Fort Lee, Virginia; Pacific Area and West Area Offices are located at McClellan Air Force Base, California and Europe Area Office is located at Kapaun Air Station, Germany.  The Resale Accounting Branch, located at DeCA Headquarters, serves the Central, East, and West Area locations.  The Overseas Financial Operations Division, located at the Europe Area Office, serves all locations in Europe, Korea, Japan and Guam.Response:Interested firms are asked to contact Jason Reedy via email at jason.reedy@deca.mil.  Please provide a synopsis of the program you offer with sufficient detail as to convey the programs value in supporting the above requirement.
