Amendment P0003 for the National Aeronautics and Space Administration (NASA) Request for Proposal (RFP) for the NASA Financial Support Services (NFSS) acquisition has been released.The purpose of Amendment P0003 is to notify potential offerors that NASA will take no action to enforce the clause implementing requirements of Executive Order 14042, absent further written notice from the agency, where the place of performance identified in the contract is in a U.S. state or outlying area subject to a court order prohibiting the application of requirements pursuant to the Executive Order (hereinafter, “Excluded State or Outlying Area”).As a result, Section L, Provision MSFC 52.215-91 Due Date for Receipt of Proposals or Quotations (Sep 2019), is hereby revised to extend the due date for receipt of proposals from December 17, 2021, 2:00 p.m. Central Time to January 5, 2022, 2:00 p.m. Central Time. Offerors shall not include price compliance with Section I clause 52.223-99 Ensuring Adequate

The resulting contract will be performed at the following NASA Centers: Ames Research Center (ARC), Mountain View, CA; Armstrong Flight Research Center (AFRC), Edwards Air Force Base; CA, Glenn Research Center (GRC), Cleveland, OH; Johnson Space Center (JSC), Houston, TX; Kennedy Space Center (KSC), Merritt Island, FL; Marshall Space Flight Center (MSFC), Huntsville, AL; and Stennis Space Center (SSC), Bay St. Louis, MS. All responsible small business sources may submit an offer which will be considered by the agency.This competition will result in a commercial services, single-award, indefinite-delivery, indefinite-quantity (IDIQ) contract with firm-fixed-price (FFP) and cost-plus-fixed-fee (CPFF) task orders/work packages, with task orders/work packages subject to performance-based deductions.Offerors are encouraged to refer to FAR provision 52.212-1, Instructions to Offerors-Commercial Items, in particular paragraph (g), which discusses the Government's intent to award a contract without discussions. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint.In accordance with NFS 1815.201(f), a "Blackout Notice" has been issued to NASA personnel.
