Google Map D Description RIVERSIDE COUNTY SUPERINTENDENT OF SCHOOLSNOTICE INVITING BIDS The Riverside County Superintendent of Schools (“Superintendent”) will receive sealed bids for the Sky Canyon Administration Office-Fencing Project. The Project must be completed within one hundred five ( 105) days as provided in the Bid and Contract Documents. Bidders must review the Bid Documents for more complete information regarding the Project and submission of bids.Liquidated Damages: Pursuant to Government Code Section 53069.85, if work is not completed within the Contract Time, it is understood,
acknowledged and agreed that the Owner will suffer damage. It is therefore agreed that the Contractor shall pay to the Owner the sum of $500 (five hundred), as liquidated damages, for each and every calendar day of delay beyond the Contract Time.To Obtain Bid Documents: Bids must be submitted on the Superintendent’s Contract Bid Forms. Project documents may also be viewed online by clicking on the Public Project link: https://go.smartbid.co/#/PublicBidProject/321551 Department of Industrial Relations: In accordance with Labor Code section 1725.5, the Contractor and all subcontractors (of any tier) must be currently registered and qualified with the Department of Industrial Relations (DIR) in order to be listed on a bid proposal, awarded a public works project, and authorized to perform public work. Electronic Certified Payroll: Unless specifically exempted by the Labor Commissioner for this Project, the Contractor and all subcontractors shall furnish certified payroll records as required pursuant Labor Code section 1776 directly to the Labor Commissioner in accordance with Labor Code section 1771.4 on at least on a monthly basis, (or more frequently if required by the Superintendent or the Labor Commissioner) and in a format prescribed by the Labor Commissioner. These new requirements will apply to all public works that are subject to the prevailing wage requirements of the Labor Code, without regard to funding source. Unless specifically exempted by the Labor Commissioner for this Project, monitoring and enforcement of the prevailing wage laws and related requirements will be performed by the Labor Commissioner/ Department of Labor Standards Enforcement (DLSE).Job Walk: A mandatory Pre-Bid Conference and Site Walk will be held on September 8, 2017 at 10:00 a.m. or September 13, 2017 at 10:00 a.m., at the Sky Canyon Administration Office, 38670 Sky Canyon Road, Murrieta, CA 92563, under the conditions indicated in the Bid Documents. Bidders need only attend one of the two available job-walks. Prospective bidders shall not visit the Project Site without making arrangements with Jason Espinoza, Project Manager, with the Riverside County Superintendent of Schools .Submitting Sealed Bids: All Bids must be addressed, sealed in an envelope and received by Riverside County Superintendent of Schools Contracts and Purchasing Department in care of Tilden-Coil Constructors, no later than 2:00 p.m. on September 28, 2017. All Bids will be publicly opened, examined and read aloud at Tilden-Coil Constructors, 1575 Marlborough Ave., Riverside, CA 92507, or at a near-by location on RCOE property as instructed by the Purchasing Manager, at that time. If you wish to mail your bid prior to the September 28, 2017 date please contact Amanda Apat, Tilden-Coil Constructors aapat@tilden-coil.com or 951-684-5901 to make arrangements. Bids shall be valid for sixty (60) days after the bid opening date. Bids must be accompanied by cash, a certified or cashier’s check, or a Bid Bond in favor of the Superintendent in an amount not less than ten percent (10%) of the submitted Total Bid Price. Prior to award of the Contract, the successful bidder will be required to furnish a Performance Bond and a Payment Bond, each in the amount of one hundred percent (100%) of the Total Bid Price, on the forms provided and in the manner described in the Bid Documents. All bonds (Bid, Performance, and Payment) must be issued by a California admitted surety as defined in California Code of Civil Procedure section 995.120. If applicable, Contractor shall comply with PCC § 4108 with respect to subcontractor bond requirements.Each bidder shall submit with its bid, on the form furnished with the Bid Documents, a list of the designated subcontractors on this Project as required by the Subletting and Subcontracting Fair Practices Act, California Public Contract Code section 4100 et seq. Pursuant to B&P Code § 7028.15 and PCC § 3300, Contractor shall possess the California Contractor’s license(s) Classification C13 - Fencing. Subcontractors must possess the appropriate licenses for each specialty subcontracted. Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the appropriate classification for the work to be performed. Failure to have the specified license or licenses shall render the bid non – responsive and shall act as a bar to the award of the contract to any bidder not possessing the specified license at the time of bid. Licenses acceptable for the work are indicated in the bid package listed above, and more than one license may be required. This list in no way relieves the Contractor from fulfillment of any legal requirement or licensing necessary for performance of his work. Pursuant to California Labor Code section 1720 et seq., it shall be mandatory upon the Contractor to whom the Contract is awarded, and upon any subcontractor under such Contractor, to pay not less than the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract, including holiday and overtime work as well as employer payments for health and welfare, pension, vacation, and similar purposes.The Superintendent reserves the right to reject any and all bids and to waive irregularities in any bid.
