NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT: Under the authority of FAR 6.302-1, it is the Government's intent to award a new contract for a Seamoor the Sea Serpent character as part of educational outreach for SPA USACE Operations Division.THIS IS NOT A FORMAL SOLICITATION.This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received within 15 days will be considered. If no affirmative written response is received, the service contract will be awarded without further notice.A determination by the Government not to compete this proposed requirement is based upon the fact Robotronics, Inc. is the only known manufacturer for Seamoor, and/or similar robotic character units. Seamoor became a key part of the HQUSACE
National Water Safety Program, used to provide water safety information at public events, such as fairs, boat shows and sports shows. Because of his effectiveness in reaching children and adults alike, various Corps districts are interested in purchasing a unit to use in their local programs. Seamoor is the character robot desired for purchase, to be consistent with the national water safety program.Due to the copyright held by Robotronics, Inc. for Seamoor, USACE would be unable to commission another company to build a Seamoor unit, or to purchase the Seamoor unit from another vendor. Therefore, Robotronics, Inc. is the only responsible department or agency as they are the only responsible source available that can provide a Seamoor character robot to support the Operations Division Water Safety Program, and no other supplies or services will satisfy contract requirements.Detailed capabilities of interested vendors must be submitted to the following email addresses no later than 2:00 PM (Mountain Standard Time) 06 February 2023: Loretta.D.Sanchez@usace.army.mil.
