The District has recently completed the preliminary design for this Project which includes: replacement of the existing 189th Pump Station, demolition of the existing 2 million gallon 189th reservoir, installation of approximately 1,820 feet of 16-inch ductile iron pipe, demolition of the Goyak Pump Station, and all other improvements as necessary for a functional
and seismically resilient system. The 189th facility is located at 7400 SW 189th Ave in Beaverton, Oregon, and the Goyak site is located at 18700 SW Rigert Road in Beaverton, Oregon. The purpose of this RFQ is to solicit qualifications of engineering consultants interested in providing Owner Representative professional services during the procurement, design, and construction of this PDB Project. This is not a request for technical proposals. The RFQ documents are available at https://bidlocker.us/details/3234_189Th_Pump_Station_Pipeline_Owners_Representative (Bid Locker). Potential proposers who do not already have an approved vendor profile set up with the District will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus before being able to access the RFQ documents. There is no cost to register. Registration with Bid Locker requires a correctly completed Confidentiality Agreement, which is available through the registration process. Following completion of the requested vendor information and upload of the Confidentiality Agreement, the vendor profile will be sent for a manual approval. Please allow one business day for your vendor profile to be approved. If it has not been approved within one business day, or if you have questions about this process, please contact heather.speight@tvwd.org. RFQ documents may also be obtained in electronic or hard copy format by contacting Megan Verdoorn at Contractor Plan Center, Inc., 5468 SE International Drive, Milwaukie, OR 97222, 503.650.0148, megan@contractorplancenter.com, www.contractorplancenter.com. If a potential proposer obtains the RFQ from Contractor Plan Center, the proposer is still responsible for registering with Bid Locker to submit their SOQ. Proposers are advised to ensure that their Bid Locker District vendor profile is active and approved a minimum of three business days prior to the SOQ Deadline to prevent any issues with submitting an SOQ on time. Proposers will be notified via email when addenda are published. It is the responsibility of the proposer to obtain all addenda. If the RFQ was downloaded from Bid Locker, there will be a link for addenda provided in the automated email. All statements of qualifications must be submitted by 2:00 p.m., Tuesday, December 13, 2022 (Deadline) to Bid Locker. Late SOQs, SOQs received by email, fax, or in hard copy will not be accepted or considered. SOQs will not be publicly opened. District reserves the right to cancel this RFQ, reject any and all SOQs not in compliance with prescribed public contracting procedures and requirements, including proposer responsibility under ORS 279C.375(3)(b), and may reject for good cause any and all SOQs upon District’s finding that it is in District’s or the public’s best interest to do so. District reserves the right to waive informalities and to negotiate a contract with the highest scoring proposer. Proposers need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement).
