Synopsis:This is a request for information (RFI)/Sources Sought (SS) only to be used for planning purposes. This RFI/SS does not constitute an invitation for bids, request for quotations or request for proposals. There is no obligation on the part of the government to acquire any products described in this RFI/SS. Your response to this RFI/SS is voluntary only to be used for information for the government to consider. The response date for this RFI/SS is 29 March 24.Background:The Search Track Acquire Radiate Eliminate (STARE) Project Office is conducting market research for the Army Long-Range Persistent Surveillance (ALPS) for Fiscal Year 24-26. This RFI/SS applies to the design, development, fabrication and testing of mobile system and may include continuing support and engineering services to be performed in the Contiguous United States and Outside the Contiguous United States for the developed system.The existing ALPS is a passive radar that has been developed and demonstrated to
help inform the overall air picture against increasingly sophisticated air defense threats. The current ALPS is a fixed system consisting of a towable, erectable tower and Container express (CONEX) container. The ALPS fixed systems are operating in support of Combatant Commanders in the United States European Command, the United States Indo-Pacific Command and the United States Central Command.The Army is drafting a Capability Development Document for the existing fixed system and next generation mobile ALPS system. The STARE Project Office intends to develop prototype(s) followed by a user evaluation, design updates, low-rate initial production units and production units.Scope:Interested sources shall demonstrate the corporate knowledge and experience to provide the following:Developing, manufacturing, testing and delivering the next generation mobile variant including: United States military standard on-board generator, Family of Medium Tactical Vehicles (FMTV), securely housing all electronics and all other equipment to deploy and operate the system, Software allowing the system to be operated from a remote IBCS Engagement Operations Center, Military hardened to survive environments and transportation associated with military deployment, Capability of being erected to a height of ≥18m above the FMTV deck and stowed for transport and mobility, Accommodations for two soldiers with gear, and all ALPS Mobile installation and operation hardware.Interested sources shall also demonstrate the corporate knowledge and experience to provide support for program management, quality assurance, information assurance, cyber security, configuration management, safety, systems and test engineering. A production level three technical data package is not available for the existing system nor will it be available for any anticipated procurement. Furthermore, the government does not intend to provide any technical data to enable industry response to this RFI/SS.Any subsequent contract will require access to classified information and a U.S. secure manufacturing facility approved to the SECRET level by the Defense Counterintelligence and Security Agency. The Defense Contract Management Agency will be required to perform a pre-award survey of the contractor’s facility to determine the capability to meet the requirements of any subsequent contract to minimize risk to the ALPS program.Submission Information:Interested sources who believe they are capable of providing these requirements are invited to indicate their interest by providing the information listed below.Company name, company address, overnight delivery address (if different from mailing address), Commercial and Government Entity (CAGE) code, point of contact, e-mail address, telephone number and fax number.Business size (i.e. large, small disadvantaged, veteran owned, woman owned, etc.).Affirmation of cleared personnel and facilities.A description of the company’s expertise in providing manufacturing expertise and producing similar hardware and support as identified above.The company’s experience in meeting contractual due dates for similar type efforts.An estimate of cost and schedule availability for the type of support and services described above that may be required via a subsequent contract.Potential sources should only submit the minimum information necessary and shall not exceed 15 pages. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding its submissions. The government may contact potential sources for additional information as required.All responses shall be unclassified. All assumptions, including any assumed government support, shall be clearly identified. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response.The government will not reimburse contractors or responders to this notice for any costs incurred in responding, or any subsequent exchange of information. The government will not pay for the information submitted in response to this RFI/SS. The information provided may be used by the Army in developing its acquisition strategy. If a solicitation is released for the supplies or services described herein, it will be synopsized on the SAM.gov website.All responses shall be submitted via email to bernadine.stokes.civ@army.mil.
