Since 2014, the U.S. Army Corps of Engineers (USACE), Huntsville Engineering and Support Center (CEHNC) has provided Utilities Privatization (UP) Technical Services for the U.S. Army’s UP Program, assisting in the evaluation of utility systems scheduled for conveyance from Government to privatized control, pursuant to Title 10, United Stated Code, Section 2688, and Department of Defense (DoD) Regulation 7000.14R, Chapter 11, Privatization of Defense Utility Systems. Evaluation of a utility system and pre-award functions are normally completed within 24 to 36 months, after which the Defense Logistics Agency (DLA) solicits and awards a UP contract for a term not to exceed 50 years.CEHNC intends to award a contract to provide UP Technical Services to assist with the Army G-9 and G-4 UP Program execution schedule for solicitation, evaluation, cost analysis, potential contract award and transition of utility systems from Government ownership to private ownership in conjunction with a Utility Services Contract. Work includes technical support and coordination with the Army UP leadership teams, other Government services contractor(s), the Assistant Secretary of the Army for Installations Energy and Environment (ASA-IE&E), the ASA for Cost and Economics (ASA-CE), the U.S. Army Reserve (USAR), USACE, Army Material Command (AMC), U.S. Army Installation Management Command (IMCOM), contracting authorities at DLA Energy, Army Contracting Command (ACC), affected installations and other stakeholders.Amendment 1 - Please see RFP for revisions to the Performance Work Statement to include G-4 Technical Services. Section A has been added to include a consolidated CLIN structure table and Section L and M have been revised to include an extension on questions and
