The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate and award a non-competitive purchase order to, Analytic and Computational Research, Inc. (ACRi), 1931 Stradella Rd., Bel Air CA 90077, for renewal of PORFLOW Annual Professional License. The anticipated period of performance for the renewal is for a two-year base period from June 10, 2024 through June 9, 2026, plus one two-year option period to extend the term of the contract. ACRi is currently the sole manufacturer and distributor for the PORFLOWannual software license which includes technical support and upgrades. ThePORFLOW software will allow NRC staff to continue to perform confirmatory analyses of predicted groundwater flow and waste release in support of decommissioning, low-level waste disposal, uranium recovery, and waste incidental to reprocessing. Department of Energy (DOE) and other licensees often submit groundwater flow and waste release analyses in PORFLOW due its ability to simulate serial radiological decay and solubility limited release of radioactivity into groundwater. NRC recently confirmed with ACRi that they are currently the sole manufacturer and distributor for PORFLOW annual software license which includes technical support and upgrades. Therefore, this procurement can only be satisfied by noncompetitive means.
