 This is a Request for Information/Sources Sought notice to solicit comments, questions and feedback from industry regarding a Contract for acquisition and technical publications for the Next Generation Multifunction Test Set (NGMTS).  Interested parties may submit technical literature/brochures on their products or solutions that meet the requirements as set forth in the basic requirements list included herein.  Rough Order of Magnitude pricing is also requested for planning purposes.  Any other relevant information may also be submitted for consideration to aid in refinement of this requirement. THIS RFI IS NOT A REQUEST FOR PROPOSAL.  It is a market research tool being used to determine potential and eligible vendors capable of providing the Support Equipment described herein prior to determining the method of acquisition and issuance of a Request for Proposal.  The Government is not obligated to and will not pay for any information received from potential sources as a result of
this synopsis.   REQUIREMENTS Background:  The Next Generation Multifunction Test Set (NGMTS) US Navy design concept is an Organization Level computer-based electronic test set intended to perform US Navy T-45 aircraft avionics maintenance functions and replace the currently fielded T-45 Multifunction Test Set (MTS).    Characteristics of the NGMTS System: Its design consists of Commercial Off-the-Shelf (COTS) computer, electrical components and wiring, circuit cards, power supply, and custom metal brackets/modules assembled to provide connection to seven (7) different avionics systems through ruggedized electrical connectors and cabling.  The integrated computer hosts an operating system and application software that provides avionics system communication through MIL-STD-1553, Universal Serial Bus, RS-422, and IEEE 802.3x (Ethernet) data bus protocols.  The computer is mounted on a metal Platform Interface Device (PID) that houses the electrical components necessary to provide system functions and connections to the aircraft.  The NGMTS system will be housed in a custom storage case that provides individual locations for the assembled computer/PID, and each electrical cable assembly.  A separate special purpose cable set is housed in an additional custom storage container.  Description of Services Required:  To procure all materials necessary for the manufacture, assembly, and delivery of five (5) NGMTS First Article Test (FAT) units and corresponding cable sets that will undergo US Navy Above-Deck operation qualifying MIL-STD-461, MIL-STD-464, and MIL-STD-810 testing.  Once FAT units successfully pass testing and other specified US Navy acceptance criteria, a full production requirement of forty-three (43) additional systems will be awarded.  Additionally, post formal testing, the FAT units will be returned to the vendor for any necessary repair in order to restore them to production representative systems and re-delivered to the US Navy. The US Navy will provide the vendor Government Furnished Equipment (GFE) and build-to Government Furnished Information (GFI).  The GFE will consist of a laptop computer and storage containers that are pre-configured to house each system and cabling set.  The GFI will consist of Level 3 drawings, vendor controlled drawings, electronic CAD files (CREO), Structural and Thermal Modeling & Simulation files, and system specifications documents for the NGMTS main assembly and the electrical cabling sets. Services required for manufacturing will necessitate expertise in electronic component assembly, electrical cabling fabrication, metal enclosure fabrication, machining, corrosion control coating application (electroplating, primer, paint, etc.), electromagnetic interference (EMI) and Environmental (ENV) hardening, industry level quality assurance practices, military standard specification interpretation/implementation, and overall design integration.  The US Navy will provide material selection for the PID, but encourages vendors to advise of organic manufacturing solutions/capabilities that could potentially reduce PID weight without: compromising the specified performance of the system, substitution of internal PID electronic modules, or the GFE computer.Contact Information: Rhondi Bates, Contract Specialist, Phone 732-323-4832, Email rhondi.bates@navy.mil Office Address :Contracts DepartmentHwy. 547 Attn:B562-3C Lakehurst NJ 08733-5083 Location: Naval Air Warfare Center Aircraft Division Lakehurst Set Aside: N/A
