Only one responsible source and no other supplies or services will satisfy agency requirements, FAR 6.302-1.Current and future research at the Navy Experimental Diving Unit involves isotopic analysis of carbon dioxide expenditure for measurement of total energy expenditure in divers during military diving operations. Military divers often experience reductions in performance following diving operations, which may be due to in part to energy deficits incurred during the operation. Research is necessary to optimize performance and nutrition in an effort to improve mission safety and completion. To support this research, NEDU seeks to work with a laboratory that can both provide the appropriate isotope and conduct analysis on isotopic disappearance rates in research subject urine samples. These data will assist in determining total daily energy expenditure as well as energy deficits caused by diving.  This laboratory is the only laboratory that can provide the isotope necessary for these analyses as well as conduct urine sample distillation and analysis for stable oxygen 18 and deuterium. These products are not found in the government supply system and are the only commercially available products found to meet the departmental needs.
