Bid-Contract # SCH-2024-1002 Classroom Unit Ventilator Replacement at Garfield Elementary School Revere, Massachusetts INVITATION TO BID - 1 CITY OF REVERE REVERE, MASSACHUSETTS INVITATION TO BID 1.01 The City of Revere, the Awarding Authority, will receive sealed bids for CLASSROOM UNIT VENTILATOR REPLACEMENT AT GARFIELD ELEMENTARY SCHOOL located at 176 GARFIELD AVE, REVERE, MA 02151 in accordance with the Contract Documents prepared by BLW Engineers, Inc., P.O. Box 1551 - 311 Great Road, Littleton, MA 01460. 1.02 The estimated cost of the project is: $1,000,000. 1.03 Bidding procedures shall be in accordance with the provisions of Massachusetts General Laws, Chapter 149, Section 44A through Section 44I, inclusive, and State Laws, Chapter 30, Section 39F, G, K, N, O, P, Q, R. 1.04 General Bids will only be considered from bidders holding a Certificate of Eligibility from the Division of Capital Asset Management in the category of Heating, Ventilation and Air Conditioning (HVAC) and

in a single project amount higher than the amount of the Bid. General Bids must be accompanied by a copy of the Contractor’s DCAMM Certificate of Eligibility, a DCAMM Update Statement, Certificate of Authority, Certification of Payment of Taxes, Non-Collusion Affidavit and Certificate of OSHA Compliance. 1.05 Filed sub-bids in the category of Electrical must be accompanied by a copy of the Contractor’s DCAMM Certificate of Eligibility for the category of work of the Sub-bid, a DCAMM Update Statement, Certificate of Authority, Certification of Payment of Taxes, Non-Collusion Affidavit and Certificate of OSHA Compliance. 1.06 Sealed bids for the Sub-bid Contract will be received at CITY OF REVERE PURCHASING DEPARTMENT, 281 BROADWAY, REVERE, MA 02151, prior to 10:00 AM on March, 27, 2024 after which time all bids will be opened and read aloud. 1.07 Sealed bids for the General Contract will be received at CITY OF REVERE PURCHASING DEPARTMENT, 281 BROADWAY, REVERE, MA 02151, prior to 10:00 AM on April 3, 2024 after which time all bids will be opened and read aloud. 1.08 Each bid shall be accompanied by a bid bond, or cash, or certified check on, or treasurer’s or cashier’s check issued by a responsible bank or trust company, payable to the City of Revere Massachusetts, in the amount of five percent (5%) of the bid amount. Bid Bonds shall be T- Listed; Surety company(ies) shall be listed in the U.S. Treasury Department Circular 570, most recent edition, as amended. 1.09 Plans and Specifications will be available on March 13, 2024. Plans may be obtained electronically by emailing the City’s Purchasing Department at purchasing@revere.org. 1.10 A Pre-Bid Conference shall be held at the GARFIELD ELEMENTARY SCHOOL, located at 176 GARFIELD AVE, REVERE, MA 02151 on March 21, 2024 at 10:00 AM at which time the job site shall be made available for inspection. A representative from the City of Revere and BLW Engineers will be there to walk you through the site. 1.11 The documents, including the General Bid form or Sub-Bid form, Bid Deposit, DCAMM Certificate of Eligibility, DCAMM Update Statement, Certification of Payment of Taxes, Non- Collusion Affidavit, Certificate of Authority, and OSHA Certification shall be enclosed in envelopes (outer and inner) both of which shall be sealed and clearly labeled with the words: CLASSROOM UNIT VENTILATOR REPLACEMENT AT GARFIELD ELEMENTARY SCHOOL 176 GARFIELD AVE, REVERE, MA 02151 Date Submitted: Submitted by: 1.12 The successful General Bidder will be required to furnish a performance bond, and also a labor and materials payment bond as set forth in the specifications; each bond executed in the full amount of the Contract Price. Performance and labor and materials payment bonds shall be T- Listed; Surety Company(ies) shall be listed in the U.S. Treasury Department Circular 570, most recent edition, as amended. 1.13 The Awarding Authority reserves the right to reject any or all bids if it be in the public interest to do so. All bids will remain subject to acceptance for thirty days after the day of the Bid opening, but the Awarding Authority may, in its sole discretion, release any bid and return any Bid Security before that date. 1.14 Prevailing wages are to be paid on the work of the project in accordance with the Schedules issued by the Massachusetts Commissioner of Labor and Industries of which are contained in the Contract Documents are made part of the Contract. Additional copies of the schedule are available from the Awarding Authority upon request. 1.15 No bid shall be withdrawn for a period of thirty (30) days, Saturdays, Sundays and legal holidays excluded, after receipt of award, without written consent by the Awarding Authority. 1.16 City of Revere is exempt from sales tax, for which reason, bidders should not include sales tax in figuring or in reference to any bid.
