Precision Approach and Landing Systems (PALS) components, assemblies, and associated PALS hardware

SYNOPSIS: #N68335-22-R-0085The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with Sierra Nevada Corporation (SNC), CAGE: 8X691 for the issuance of delivery orders under Basic Ordering Agreement (BOA) N68335-19-G-0013. The delivery orders will be for the procurement of hardware and ancillary engineering and technical services in support of the NAWCAD Webster Outlying Field Air Traffic Control and Landing Systems Division. Specifically, these actions are intended to fabricate, modify, repair, replace, upgrade, and improve Precision Approach and Landing Systems (PALS) components, assemblies, and associated PALS hardware. PALS components that will be supported include, but are not limited to, the AN/SPN-46(V) Radar Doppler Video Processor (RDVP); the AN/SPN-46(V) Radar Control Group, Unit 19 Upgrade; the AN/SPN-46 Receiver, Transmitter, and Link 4A; the AN/APN-245 Radio Beacon Sets; the Unmanned Common Automatic Recovery

System (UCARS); the AN/SPN-35C Receiver; and the AN/SPN-35C Radar Processor Controller. The Government anticipates the orders to be Firm-Fixed-Price and Cost-Plus-Fixed-Fee.SNC is the Original Equipment Manufacturer (OEM) of the specific system components and possesses the requisite knowledge, experience, technical expertise, and production-level data to modify PALS components. BOA N68335-19-G-0013 was issued to SNC on 29 March 2019 in support of PALS components. The hardware and ancillary engineering and technical services within the scope of this BOA are integral to the AN/SPN-46(V), UCARS, and AN/SPN-35C systems and are critical to maintaining operational readiness.The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
