Information Pre-Bid Meeting No Online Q&A Online Q&A Yes Q&A Deadline 03/01/2024 5:00 PM (PST) Contact Information Contact Info Catherine Wong/760-633-2638 cwong@encinitasca.gov Bids to Owner's Agent Description Scope of Services The City of Encinitas is requesting proposals from qualified certified public accounting firms to audit its financial statements included in the City’s Annual Comprehensive Financial Report (ACFR) for the three (3) years starting with the fiscal year ending June 30, 2024 with two (2) options to extend the term for an additional period of one (1) year each. In addition, the qualified accounting firm will be asked to perform a compliance audit conducted under the provisions of the Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). The audits shall be performed in accordance with auditing standards generally accepted in the United States of America and the standards applicable to financial audits contained in Governmental Auditing Standards issued by the Comptroller General of the United States. Other Details Request for proposals are to include services for the following: 1. Audit of the Basic Financial Statements of the City of Encinitas and all of its component units, including the San Dieguito Water District (SDWD), which also receives its own separate audit report. 2. Audit of the Basic Financial Statements of Encinitas Ranch Golf Authority (a seperate legal entity from the city) 3. Test compliance with Proposition 111, Article XIII.B-Review of Appropriation Limit Calculations 4. Test compliance with the U.S. code of Federal Regulations part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance) Notes The fiscal year ended June 30, 2023 reports for each entity can be found on the City’s website at www.encinitasca.gov. as well as the City's Single Audit Reports.
