Medicaid State Plan Amendment

Notice is hereby given that the Department of Health and Social Services (the department) intends to seek approval from the Centers for Medicare and Medicaid Services (CMS) for an amendment revising the Title XIX Medicaid State Plan. Subject of Amendment42 CFR § 440.90(a) requires the provision of Medicaid clinic services takes place within a clinic setting. The only exception to this requirement is the provision of clinic services to an individual experiencing homelessness. Per this requirement, the department intends to submit a state plan amendment (SPA) removing in-home (peritoneal) dialysis services from the clinic benefit and establishing the service as a bundled benefit under the home health (supplies for dialysis) and the other licensed practitioner (nursing services) benefits. The reimbursement for in-home (peritoneal) dialysis remains the same as clinic-based peritoneal dialysis. EPSDT and ARRA/Tribal ConsultationThe proposed amendment will not affect how Alaska Medicaid

provides or reimburses Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) services. The department has followed the tribal consultation process established under the American Recovery and Reinvestment Act (ARRA) of 2009 and outlined in its approved state plan.Public CommentsThe department is holding a public comment period relative to this amendment until 5:00 PM on June 25, 2021.
