In accordance with Fixing Americas Surface Transportation Act (FAST Act), each state is required to develop a SAP document that must, at a minimum, (1) provide FRA an updated state action plan and (2) a report describing what the State did to implement its previous state action plan and how the State will continue to reduce grade

crossing (GX) safety risks. FRAs State Highway-Rail Grade Crossing Action Plan (SAP) regulations can be found in section 234.11 of title 49 of the Code of Federal Regulations (49 CFR 234.11 The selected consultant will perform safety planning data analysis, facilitate coordination meetings with stakeholders, draft a revised SAP Document for INDOT Approval, and prepare a report that evaluates the effectiveness of the existing Indiana Highway-Rail Grade Crossing SAP. The desired completion of the Indiana SAP for the State of Indiana update is February 14, 2021 with intermediate deadlines to be proposed in the Letter of Interest (LOI). The consultant shall include a cost proposal within the letter of interest LOI detailing, at minimum, the tasks, estimated hours, and costs.
