The Transportation Security Administration (TSA) intends to contract using other than full and open competition for extending the useful life of the Transportation Security Administration Systems Integration Facility (TSIF) Checked Baggage Inspection System (CBIS). Accordingly, the TSA intends to award a contract to Jervis B. Webb Company located at 30100 Cabot Drive Novi, MI 48377. This contract will address the requirements of the TSA’s Acquisition Program Management (APM) Test and Evaluation (T&E) TSIF CBIS End of Life Mitigation (replacing obsolete components) and modernization (new technology and extending useful life) which consist on replacing obsolete systems/subsystems, bringing the CBIS system into compliance with TSA’s latest version of TSA’s Checked Baggage Planning Guidelines and Design Standards (PGDS) and extend the usable life for 10 years.The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
