The purpose of this Request for Proposals (RFP) is to solicit proposals to enter into a pricing agreement with an asset-based Carrier for interstate and international household goods moving services for the University of Utah on behalf of the stakeholders, hereafter referred to as the "Stakeholders." The companies submitting proposals in response to this RFP will hereafter be referred to as or “seller.” The University of Utah on behalf of the Stakeholder’s is examining several alternatives of providing this service and may decide, after reviewing proposals submitted, not to enter into any agreement. Any institution of higher education in the State of Utah may also have access to any resulting pricing agreement for their

stakeholders. Background . Due to the Tax Cuts and Jobs Act of 2017, moving expenses paid by the University are taxable to the employee subject to the applicable tax withholding. Therefore, the University has a new process for new hire household moves. Instead of providing moving expense reimbursements or a University payment directly to the contracted moving company, moving allowances are now paid through Payroll directly to the employee. The University of Utah is soliciting for a pricing agreement on behalf of the Stakeholders as an optional resource for a new hire looking to relocate to Utah for employment with the University. The University will not be making payments directly to the seller. Moving payments will be coming directly from the Stakeholders.
