Three proposed sites-Total proposed acreage: 88.6 The Department of Navy (DON) is pleased to present this Request for Interest (RFI), whichrepresents a rare opportunity for a private sector developer to evaluate three parcels of undevelopedland, ranging from 15.6 acres to 40.4 acres, located at Naval Support Facility (NSF) Dahlgren. Thethree (3) proposed sites of this report are located along U.S. Route 301 corridor (Please see mapon page 10). This opportunity to host private development on underutilized, non-excess propertyis provided under Title 10, United States Code (U.S.C.) § 2667 lease authority. The DON seeks toidentify interest and understand the development potential in a long-term public-privatepartnership. The Navy will permit the land’s development through a long-term ground lease, which includes an In-Kind Consideration (IKC) payment mechanism in lieu of a cash payment. The DONmay accept payment via in-kind consideration in lieu of a cash payment. Various forms of in-kindconsideration may include, but are not limited to, maintenance, protection, alteration, repair,improvement, or restoration of property or facilities. The DON is also open to proposed solutions or project ideas other than long-term leases, provided the proposed solutions or project ideas arecompatible with the DON’s requirements and objectives as identified below.
