This RFI is intended to inform the Navy's report in response to Section 841 of the FY 2019 National Defense Authorization Act (NDAA) conference report (115-874) which directs that the Secretary of the Navy (SECNAV) submit to the congressional defense committees a report that provides a recommendation regarding whether competition for the procurement of specific components of naval vessels should be limited to sources in the National Technology and Industrial Base (as defined in section 2500 of title 10, United States Code). The recommendation will be based on a market survey, a cost assessment, and national security considerations for the following group of naval marine components:
(1) Naval vessel components listed in section 2534(a)(3) of title 10, United States Code including:
(A) The following components:
(i) Air circuit breakers.
(ii) Welded shipboard anchor and mooring chain with a diameter of four inches or less.
(iii) Vessel propellers with a diameter of six feet or more.
(B) The following components of vessels, to the extent they are unique to marine applications:
(ii) electronic navigation chart systems
(iii) steering controls
(v) propulsion and machinery control systems
(vi) totally enclosed lifeboats.
(2) The following components for auxiliary ships:
(a) Auxiliary equipment, including pumps
(b) Propulsion system components, including engines, reduction gears, and propellers
(c) Shipboard cranes
(d) Spreaders for shipboard cranes
Components. For the purpose of this Questionnaire defined as engineered parts of ship systems or sub-systems such as those listed in
Domestic or Domestically-Sourced. Defined as components entirely manufactured within the United States and its territories, Canada, U.K., and Australia. This includes components in the National Technology and Industrial Base (NTIB) as defined in in section 2500 of title 10, United States Code.

Information on the specific topics of interest is provided in the subsequent sections of this announcement.
