Multiple Award Task Order Contract (MATOC) for Civil WorkVAMC WILKES-BARRE The Wilkes Barre VA Medical Center has requirement for Multiple Award Task Order Contract (MATOC) for Civil Work. The scope of work shall consist of furnishing all labor and materials to perform all work in connection with MATOC for Civil Work for construction projects from $2,000 to $5M. The site for the MATOC and all task orders is located at the Wilkes-Barre VAMC, 1111 East End Boulevard, Wilkes-Barre, Pennsylvania, 18711. All work shall be completed in strict accordance with the drawings and specifications. Work shall consist of concrete removal and replacement, asphalt removal and replacement, asphalt milling, asphalt paving, replacement of storm drain inlets and other exterior infrastructure items. A comprehensive list of items required for performance shall be furnished by the Government and identified within the solicitation. This requirement is a Request for Proposal and is 100% set aside for

Service-Disabled Veteran-Owned Small Business (SDVOSB). Additionally, this acquisition will be conducted in accordance with FAR 36 and 15, Contracting by Negotiation. The VA anticipates awarding up to three MATOC contracts in response to this solicitation. This acquisition includes seed project Repair Asphalt Roads and a Task Order will be issued to one of the three Civil MATOC contract holders.The magnitude of the seed construction project is estimated to be between $250,000 and $500,000. The Period of Performance will be xxx calendar days after issuance of Notice to Proceed. Solicitation documents, including scope of work, will be available electronically on or about May 31, 2017, at www.fbo.gov. Offers are advised to check the website frequently, as they are responsible for obtaining amendments. Vendors must be small business under relevant North American Industrial Classification System (NAICS) code 237310 Highway, Street & Bridge Contractors, and the small business size standard is $15 Million. A pre-proposal conference and site visit will be held within two weeks after issuance of the solicitation. The exact date/time/location of the conference will be specified in the solicitation. By submission of an offer, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management (SAM), database prior to award. Lack of registration in the SAM database shall make a contractor ineligible for award.
