Page 1 of 16 STATE OF NEW HAMPSHIRE DEPARTMENT OF MILITARY AFFAIRS AND VETERANS SERVICES Cultural Resources Services RFP DMAVS 2023-03 Section 1 – Overview and Schedule A. Executive Summary The New Hampshire Department of Military Affairs and Veterans Services (DMAVS or “the Department”), is seeking proposals for Cultural Resources Services to assist the Department in meeting its State and Federal regulatory obligations. DMAVS intends to engage one or more qualified Proposers that can meet the following deliverables: 1. Conduct archaeological and historic building surveys 2. Coordinate and facilitate Native American tribal consultation meetings 3. Monitor historic properties 4. Submit requests for project review 5. Develop Geographic Information System (GIS) data 6. Provide other related services as determined by the Department A combination of service delivery methods (virtual, in-person, etc.) may be acceptable under certain circumstances and with approval of the designated Primary
Contact listed in Section 3C herein; however, the majority of the services provided will take place at locations within the State of New Hampshire. The Department may, at its sole discretion, contract with more than one Proposer if there is no individual Proposer that can meet all the deliverables listed in the Scope of Services. Services will initially be provided through June 30, 2023 with the potential for two (2) one-year extensions contingent upon available funding and Governor and Executive Council (G&C) approval. B. Schedule of Events The following table provides a Schedule of Events for this RFP through contract finalization and approval. The Department reserves the right to amend this Schedule at its sole discretion and at any time through a published Addendum. In accordance with Appendix 2 of the MCA, “ARNG Environmental Programs Resource Management”, the State is responsible for initiating environmental programs, projects, and services necessary to comply with applicable Department of the Army, National Guard Bureau, Army National Guard, Department of Defense, federal, state, and local environmental regulations. The Department has Readiness Centers, Field Maintenance Shops, Recruitment Offices, and training facilities throughout the state. Currently, the Department’s real property inventory includes the State Military Reservation Page 3 of 16 (SMR) in Concord, NH; the Army Aviation Support Facility (AASF) in Concord, NH; the Edward Cross Training Complex (ECTC) in Pembroke; the New Hampshire National Guard Training Site (NHNGTS) in Center Strafford; and various other locations. Other properties are being acquired and considered for the construction of future New Hampshire Army National Guard (NHARNG) facilities. The contract which results from this request will provide various cultural resources services as further specified in this RFP. Section 3 – Proposed Scope of Work A. General The Contractor will provide all labor, materials, equipment, supplies, and transportation needed to perform Cultural Resources Services as further specified and as may be requested in future years. B. Confidentiality Per NH RSA 227-C:11, information which may identify the location of any archaeological site shall be treated with confidentiality to protect the resource from unauthorized field investigations and vandalism. All information referenced herein regarding the location of recorded archaeological sites and archaeologically sensitive resources shall be kept confidential in compliance with NH RSA 227-C:11. C. Primary Contact The Contractor will report to and work in conjunction with a DMAVS Primary Contact as designated by the Department. The Contractor will be provided with the alternate Primary Contact’s email address, telephone number, and mailing address in the event an alternate is needed. D. List of Project Types 1. Phase IA/IB and Phase II Archaeological Surveys The Department expects to have archaeological surveys performed on one or more properties during the term of this contract. Phase IA archaeological surveys will be conducted as needed to determine if there are any archaeologically sensitive resources located on new properties that have been purchased by DMAVS. Phase IB surveys will be conducted on those properties that have been mailto:zachary.l.boyajian.nfg@army.mil Page 4 of 16 determined to have archaeological sensitivity. Phase II survey may be needed to determine eligibility for listing on the National Register of historic places. A sample scope of work (SOW) for one of these archaeological surveys is provided in Attachment 1. 2. Coordination/Facilitation of Native American Tribal Consultation Meetings The Department has been consulting with the Penobscot Nation since 2010, and the Aroostook Band of Micmacs since 2013. Additional federally recognized tribes may express interest in federal undertakings supporting the New Hampshire Army National Guard and required the same government-to-government consultation. The Tribal Historic Preservation Officers (THPOs) for these two (2) tribes must be contacted as early as possible once a Section 106 undertaking has been identified. The Contractor will provide services to arrange, coordinate, and facilitate a Native American Tribal Consultation meeting. A sample SOW for such coordination is provided in Attachment 2. 3. Historic Building Surveys The Department currently owns properties throughout the state with buildings that are approaching or over 50 years of age; and may purchase new properties in the future that contain building(s) of such age. In compliance with 36 CFR 800.4 (c)(2) and New Hampshire RSA 227-C:9, the Adjutant General (TAG) is required to take into account the effects of undertakings on historic resources. Accordingly, a Historic Building Survey and evaluation of the above-referenced buildings must be completed to determine if they possess sufficient historic integrity to convey significance and associations that would make them eligible for nomination and/or listing on the National Register of Historic Places (NRHP), through application of the NRHP criteria in 36 CFR 60.4. A sample SOW for this survey is provided in Attachment 3. 4. Historic Property Monitoring The Department has two recorded archaeological sites where historic property monitoring will be required. It may also be necessary to monitor future undertakings that have the potential to impact DMAVS historic properties. All monitoring activities must be conducted under the direct supervision of a person or persons meeting, at a minimum, the Secretary of the Interior’s Professional Qualification Standards for Archaeology. A SOW for a project where this service is required is provided in Attachment 4. 5. Requests for Project Review (RPR) to NH Division of Historic Resources/Section 106 Submission The Department may have need to develop RPRs for federal and state undertakings to comply with Section 106 of the National Historic Preservation Act and New Hampshire RSA 227-C:9. Details on the RPR process can be found at Review & Compliance, New Hampshire Division of Historical Resources (nh.gov). In addition to the preparation of the RPR, the contractor shall prepare a submission memorandum following the Army National Guard template or existing DMAVS examples. 6. Geographic Information System (GIS) Data Development https://www.nh.gov/nhdhr/review/ https://www.nh.gov/nhdhr/review/ Page 5 of 16 The Department requires development of GIS data to support archaeological services. All GIS data developed shall be delivered with the following specifications: • Format(s) – ESRI ArcGIS Personal Geodatabase, or ESRI ArcGIS Shapefile • Projection – NH State Plane Feet 2800 • Datum – NAD 83 • Metadata that is Federal Geographic Data Committee (FGDC) compliant • Spatial accuracy requirements: Minimum of 1.0m accuracy is required 7. Other Cultural Resources Services Periodically, the Department has need for other Cultural Resources Services including, but not limited to, conducting Phase II Determination of Eligibility (DOE) Surveys; maintaining a Cultural Items Inventory; developing Historic Property Component Plans, Programmatic Agreements, and Memoranda of Understanding/Agreement (with prior State Business Office approval); and preparing a five-year update of the NHARNG Integrated Cultural Resources Management Plan (ICRMP) using a template prescribed by the National Guard Bureau (NGB). DMAVS will provide the Contractor with the latest draft of the ICRMP that needs to be updated. E. Project Identification, Cost, and Execution Procedures: The Department anticipates that one (1) to four (4) projects may need to be executed during the contracted period. Identification, cost, and execution of those projects will follow these specifications: 1. The Primary Contact shall determine project needs and develop a Scope of Work (SOW), or work with the Contractor to develop a SOW. The SOW shall include at a minimum: general project information, tasks to be completed, deliverables to be provided, and a timetable for completion. 2. The Contractor shall prepare a cost proposal for each project requested. 3. The Department will evaluate the cost proposal and determine its reasonableness. If the proposal is determined to be reasonable, DMAVS will issue a Notice to Proceed. If the project cost proposal is determined to be unreasonable, DMAVS will request a modified cost proposal from the Contractor with justification. Once an agreed upon cost proposal is established, DMAVS will issue a Notice to Proceed memorandum. The Notice to Proceed will include copies of the approved project SOW and cost proposal. No work shall be performed by the Contractor prior to the issuance of a Notice to Proceed. 4. The Primary Contact and the Contractor shall attend a project kick-off meeting to clarify the manner of conducting the project, to review a proposed project schedule, a proposed outline of the project tasks to be executed, and confirmation of expected deliverables. 5. The Primary Contact may request monthly status reports for any project that exceeds one month in length, and/or between deliverables for specific project tasks. Status reports will include: the specific project tasks that were completed, funds spent, a general outline of work to be completed in the coming month, and any issues that need to be addressed. 6. The Contractor will complete the projects to the specifications established above or further specified in accordance with the project SOW, as determined by the Department’s Primary Contact. Page 6 of 16 Section 4 – Process for Submitting a Proposal A. Proposal Submission, Deadline, and Location Instructions Proposals submitted in response to this RFP must be received by the Department of Military Affairs and Veterans Services, no later than the time and date specified in the Schedule section, herein. Proposals may be submitted by (U.S. Mail, Delivery Service, In Person, Electronic) Proposals must be addressed to: State of New Hampshire Department of Military Affairs and Veterans Services c/o Tyler Carmichael 4 Pembroke Road Concord, NH 03301 Proposals must be clearly marked as follows: STATE OF NEW HAMPSHIRE RESPONSE TO RFP DMAVS 2023-03 CULTURAL RESOURCES SERVICES Unless waived as a non-material deviation in accordance with Section 6B, late submissions will not be accepted and will be returned to the proposers unopened. Delivery of the Proposals shall be at the Proposer’s expense. The time of receipt shall be considered when a Proposal has been officially documented by the Department, in accordance with its established policies, as having been received at the location designated above. The Department accepts no responsibility for mislabeled mail or mail that is not delivered or undeliverable for whatever reason. Any damage that may occur due to shipping shall be the Proposer’s responsibility. All Proposals submitted in response to this RFP must consist of at least: a) One (1) original and three (3) clearly identified copies of the Proposal, including all required attachments; b) One (1) original and three (3) clearly identified electronic copies of the Proposal, including all required attachments contained on digital media such as compact disc (USB devices will not be accepted); c) One electronic copy of the Proposal with all Confidential Information fully redacted, as provided for in Section 7E of this RFP. Proposers who are ineligible to bid on proposals, bids or quotes issued by the Department of Administrative Services, Division of Procurement and Support Services pursuant to the provisions of RSA 21-I:11-c shall not be considered eligible for an award under this proposal. B.
