Notice of Intent to Sole Source Award to Zen Innovations AG

Type of Contract Opportunity :  Specialist NoticeThe Department of Energy (DOE), Office of Energy and Threat (ET), Energy Security Division (ESD), located at 1000 Independence Ave, S.W., Washington, DC 20585 intends to issue a contract for a Web portal and reports on a sole source basis with Zen Innovations AG.  The action is to purchase access for two specialized online subscription products that provide current information and analysis on global political, regulatory, and economic issues affecting the world’s global natural gas markets.  The award will be a sole source, Firm Fixed Price (FFP) follow-on contract for five 12-month performance periods to Zen Innovations AG.  The contractor shall provide a subscription with access to a specialized online tool with a group license that provides accurate and timely information to track and analyze detailed commodity export/import information in terms of markets and trend analysis, both by value and by quantity.  Using such a tool, DOE-In personnel in the Washington, D.C. area will conduct statistical analysis and generate reports and assessments on global energy trade factors, which have a direct bearing on a direct on key global energy commodity issues affecting U.S. energy security interests.In accordance with the Competition in Contracting Act, 41 U.S.C. 253 [C] [1}, as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and service will satisfy agency requirements.THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR COMPETITIVE
